COMMISSION BUSINESS <br /> <br />Case #1: Public Hearing Parks Five-Year Capital Improvement Program <br /> <br />Chairperson Cook closed the regular portion of the Park Commission meeting at 6:05 p.m. in <br />order to conduct a public hearing. <br /> <br />Public Hearing <br /> <br />Chairperson Cook called the public hearing to order at 6:05 p.m. <br /> <br />Presentation <br /> <br />Parks/Utilities Supervisor Boos stated that the purpose of the case was to hold a public hearing <br />on the proposed Five-Year Capital Improvement Program. <br /> <br />Citizen Input <br /> <br />Rick Quaal, Ramsey Youth Athletic Association (RYAA) P~esident, questioned the funding that <br />was being proposed for Elmcrest Park. He stated that the majority consensus of the RYAA <br />Board was that they would prefer to see Elmcrest developed as a soccer/football complex only at <br />this time, but allow for the possibility of baseball/softball fields in the future if the needs change. <br />He also requested that when the park is developed they don't just have a bunch of wide open <br />fields. He suggested having paths and trees between the fields for shade and to allow for <br />walking, and rollerbladding. The proposed layout of the park indicates six soccer fields with the <br />possibility of a seventh. The opinion of the RYAA Board is that the fields should be spread out <br />and include trees, concession stands, playground equipment, and equipment storage so that the <br />City is able to offer tournaments in the area. <br /> <br />Parks/Utilities Supervisor Boos explained that the 2001 funding would pay for grading of the <br />soccer fields and a parking area. At this point, there is no further development planned. He <br />explained that the proposed layout was put together in order for the City to receive the grant <br />funds. Once the City receives the materials from the grant, it will be presented to the Council for <br />final approval and the concepts can be refined. He stated that the one issue that needs to be <br />addressed is any neighborhood concems. <br /> <br />Chairperson Cook explained that at this point the Commission is approving the Capital <br />Improvement Plan which designates money for certain projects. The Commission will then have <br />all winter to work on the design of Elmcrest Park with RYAA and the residents. <br /> <br />Rick Quaal, replied that RYAA would definitely like to say involved with the design of Elmcrest <br />Park. <br /> <br />Park and Recreation Commission/October 12, 2000 <br /> Page 2 of 7 <br /> <br /> <br />
