Parks/Utilities Supervisor Boos stated that the Commission will be working on the issue each <br />month. The first thing the Commission will need to do is notify residents as to what they are <br />planning so that their concerns and ideas can be addressed. <br /> <br />Chairperson Cook inquired if it would cause any problems to include a "sandlot" ball field at <br />Elmcrest Park so that the community could play a softball game if they would like. <br /> <br />Rick Quaal, replied that there would not be any problems with including a sandlot. <br /> <br />Chairperson Cook stated that the park should be designed for soccer, but include a backstop area <br />so that softball could be played. <br /> <br />Rick Quaal, replied that RYAA's only recommendation is'that they want to move towards having <br />Elmcrest a soccer complex, but that does not mean that they want to eliminate any other uses. <br /> <br />Motion to by Councilmember Johns, seconded by Councilmember Droegemueller, to close the <br />public hearing. <br /> <br />Motion carried. Voting Yes: Chair Cook, Commissioners Johns, Droegemueller, and LaMere. <br />Voting No: None. <br /> <br />The public hearing closed at 6:33 p.m. <br /> <br />Chairperson Cook recessed the Park Commission meeting at 6:33 p.m. <br /> <br />Chairperson Cook called the Park Commission meeting back to order at 6:36 p.m. <br /> <br />Motion by Chairperson Cook, seconded by Commissioner Droegemueller, to amend the agenda <br />in the following order: Case #3, Case #4, Case #2, Case #5, and Case #6. <br /> <br />Motion carried. Voting Yes: Chair Cook, Commissioners Droegemueller, Johns, and LaMere. <br />Voting No: None. <br /> <br />Case #3: Maintenance Services to Ramsey Youth Athletic Association (RYAA) <br /> <br />Parks/Utilities Supervisor Boos stated that each year the City incurs various expenses for the <br />provision of services to RYAA. This includes labor, fuel, supplies, repairs, and miscellaneous <br />overhead items such as electricity. This year for instance, the concession stand rental fee was <br />waived pending an examination of electrical costs. The purpose of the case was to advise the <br />Commission that RYAA volunteers and staff will be meeting later in the year to evaluate how to <br />best serve residents in the Youth Association while meeting all other expectations for <br />departmental resources. Mr. Boos reviewed a draft joint powers agreement that will be discussed <br />that would outline who is responsible for doing what.
