CITY COUNCIL WORK SESSION.· <br />Topic Report: Rivers Bend Development/ <br />Highway Access Matter <br />By: James E. Norman, City Administrator <br /> <br />· Background: <br /> As part of the T.H. #47 improvement project initiated in 19~9, the City was required to <br /> purchase ri~t of accesses. One d~t of access acquisition remains unresolved. The <br /> access does not connect to Highway #47, but it was platted for access at proposed I~.3''~ <br /> Avenue at .4 property owned by Prick Foster. [n 1999, the City entered into discussions <br /> with Mr. Foster and he requested an exchange of property tbr the access fight acquisition. <br /> Negotiations were never completed and the matter still remains unresolved. <br /> As part of the discussions between 1999 and 2001, the City would sell land east of <br /> Xldmo Street and south of 142nd Avenue (immediately south of the No. 1 pumping <br /> station). The land is currently designated as park land, h6wever, it [s not dedicated park <br /> and it is not currently being used as part of the River's Bend Park system. <br /> In exchange for the sale of the land in River's Bend Park, Mr. Foster would lease his <br /> ri~ht of access to 143''d Avenue, and provide easement fights ~br trail through all bis <br /> properties along T.H. #47. 1Vi.
