Commissioner Johnson inquired if there will be an access from C.R. #116. <br /> <br />Mr. Bulow replied that a right-in or right-out only may be an option. <br /> <br />Commissioner Nixt inquired as to why the apartment complex was not included on the sketch <br />plan. <br /> <br />Mr. Bulow presented the Commission with an updated sketch plan including the apartment <br />complex. <br /> <br />Commissioner Dempsey stated that he has some difficulty in regards to the exit onto <br />Dysprosium. He feels that the entrance will be located within a very short distance of the <br />intersection of Dysprosium and #116 and thinks it will create a large back-up which will <br />eventually push traffic into the existing residential neighborhood to the north. Mr. Dempsey <br />inquired if it would be possible to locate an access on the southeast comer of the plat. <br /> <br />Mr. Bulow replied that the southeast comer was the original suggestion, but C.R. #116 will <br />eventually be a divided highway and it is unlikely that the county would allow a median break. <br /> <br />Commissioner Nixt stated that he would advocate a plan that would not put Argon through. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Kociscak, to recommend that the <br />developer proceed to the preliminary stage and apply for rezoning. <br /> <br />Further discussion: Director of Public Works/Fire Chief Kapler requested that he be involved <br />with the parking scheme to allow for adequate space for emergency vehicles. Commissioner <br />Dempsey inquired if there was a preference by the City to have all private or all public roads in <br />the development. Director of Public Works/Fire Chief Kapler replied that he does not see a <br />problem with having both public and private roads, as long as they understand that the City will <br />not be involved with any maintenance on the private roads. Commissioner Dempsey stated that <br />his concern is the distribution of traffic and exiting from the site and requested that as the plan <br />moves forward that issue will be addressed. Commissioner Kociscak inquired as to how many <br />apartment units are anticipated. Mr. Bulow replied approximately 140 units. <br /> <br />Amendment to the Motion by Commissioner Nixt, seconded by Commissioner Jensen, that the <br />applicant comply with City staff letter dated January 28, 2000. <br /> <br />Further discussion: Chairperson Anderson requested an explanation from the City Attorney <br />regarding the Charter. <br /> <br />Amendment carried. Voting Yes: Chairperson Anderson, Commissioners Johnson, Kociscak, <br />Dempsey, Jensen, and Nixt. Voting No: None.
