Case #2: Request for Sketch Plan Review of Bulow Property; Case of Chris Bulow <br /> <br />Community Development Director Frolik stated that Chris Bulow has applied for sketch plan <br />approval to develop 57 townhome units and 179 apartment units on the property located north of <br />County Road #116 and east of Dysprosium Street. The property was supposed to be in the <br />development moratorium until February 16, 2000. At the applicant's request, the Council <br />excepted the property from the moratorium on January 11, 2000. The property consists of 15.75 <br />acres and is currently zoned B-2 Business. The draft Comprehensive Plan targets this area for <br />high density residential uses with densities up to 15 units per acre. A rezoning to Planned Unit <br />Development is recommended. The applicant is proposing 57 townhomes and 179 apartments <br />which equates to a density of 15 units per acre. In keeping with the text relating to high density <br />residential in the draft Comprehensive Plan, detached townhomes units are proposed on the <br />perimeter of the plat abutting adjacent single family lots in the Flintwood PUD. Argon and <br />Barium Streets are proposed to be extended into the plat from the north and continue west to <br />Dysprosium Street, which then feeds into County Road #116. All other streets in the plat are <br />proposed to be private streets. Grading and drainage, traffic generation reports, site <br />improvements, etc., will be addressed in detail as part of the preliminary plat and rezoning <br />process. <br /> <br />Chris Bulow, 9380 Napier Avenue NE, Otsego, stated that he anticipates less than 178 apartment <br />units. <br /> <br />Chairperson Anderson inquired if the sketch plan had been reviewed by the City Council. <br /> <br />Community Development Director Frolik replied that the sketch plan was presented during a <br />work session and the Council was receptive to the plan. <br /> <br />Commissioner Jensen inquired as to the value of the townhomes. <br /> <br />Mr. Bulow replied that the detached townhomes will be in the Iow $120,000 range, and the <br />twinhomes will be in the $117,000 range. <br /> <br />City Engineer Jankowski stated that sanitary sewer and water are available to the site, reviewed <br />the storm water drainage of the site, and noted that the biggest issue will relate to transportation. <br />He explained that an independent firm will be hired to complete a transportation analysis of the <br />site which will be available during preliminary plat approval. <br /> <br />Chairperson Anderson requested that the City Attorney review the sketch plan as it pertains to <br />the City Charter with respect to density. <br /> <br />Community Development Director Frolik stated that the consensus of the Council was that the <br />number of detached townhomes was equivalent to the number of existing single family homes on <br />the common boundary and felt that it met the intent of the Charter. <br /> <br />Planning Commission/February 1, 2000 <br /> Page 4 of 10 <br /> <br /> <br />
