Community Development Director Frolik replied that City Code requires that a tower must <br />accommodate three users. <br /> <br />Chairperson Anderson stated that he would like a legal opinion as to whether the City could be <br />successful at disallowing towers in residential areas within the City of Ramsey. <br /> <br />Michael Roark, 5905 177th Avenue NW, Ramsey, stated that he moved to Ramsey because of the <br />atmosphere it presents and putting up cell towers every four miles would not be favorable. He <br />does understand the need for the coverage, but feels the City should determine where the towers <br />are to be located, not the telephone companies. <br /> <br />Robert Longfield, 5751 177th Avenue NW, Ramsey, stated that US West clearly stated that the <br />problem with coverage was not in the City of Ramsey, but the surrounding areas towers should <br />be installed in the City where the coverage is needed. The installation of the towers could affect <br />future development within the City of Ramsey. The City Attorney during the City Council <br />meeting suggested installing the towers in park areas rather than the residential areas. <br /> <br />Commissioner Dempsey requested that the residents be given a copy of the cellular tower <br />regulations. <br /> <br />Christine Bocian, US West Wireless, stated that they are not trying to create any animosity for <br />the City, but they do need a tower in the area. If they are not allowed to construct a tower at the <br />height requested they would need to install eight 75 foot towers in the area which would have a <br />greater impact on the area. She explained that there is tremendous cost involved in constructing <br />a tower and that it is not something that is entered into lightly. US West is currently looking at <br />alternative sites with one location being in a park. <br /> <br />Mr. Roark inquired as to how many different cellular phone companies does the City have to <br />accommodate to meet federal regulation requirements. <br /> <br />Chairperson Anderson requested that staff research the information. <br /> <br />Commissioner Dempsey stated that as he understands the regulations, the City cannot deny any <br />of the companies. He expressed that the City needs to be in a proactive situation using someone <br />outside to site the proper locations for the towers. <br /> <br />Chairperson Anderson requested that the Commission continue the discussion at the next <br />Planning Commission meeting. <br /> <br />Tony Bocian, US Wireless, stated that seamless coverage everywhere is important which means <br />there is a need for towers in residential areas.
