Valerie Hoeller, 14111 Dysprosium Street NW, Ramsey, stated that she attended a meeting held <br />by Mr. Bulow regarding the project and if what he told them at the meeting was true than she <br />could agree with portions of the project. She explained that she was the resident that demanded <br />that a stop sign be installed on Dysprosium Street and they were given speed humps. Ms. <br />Hoeller requested that the $354,000 in park dedication the City would receive from the project be <br />given to the neighborhood park for improvements and install a stop sign at 141st to allow for <br />children to cross Dysprosium to get to the park. She stated that Mr. Bulow explained that the <br />townhomes would be built one level with no basements for seniors and she questioned if it would <br />be possible for the apartment complex to be senior housing. Ms. Hoeller also suggested marking <br />the bike lane along Dysprosium as a bike lane and use the property for a community center to <br />give the children a place to go. <br /> <br />Roland Saure, 14107 Barium Street NW, Ramsey, stated that he would be in favor of lower <br />residential density because of the traffic problems in the area. He also agreed that any money <br />received in park dedication should be put into the local park. He also wanted to note that he <br />currently banks at Northland Security Bank and that it is very difficult to turn into the bank. <br /> <br />City Engineer Jankowski explained that the latest plan for the intersection of 142na and T.H. #47 <br />is to allow left turns offT.H. #47, but will prevent left tums from 142na onto T.H. #47. <br /> <br />Paul Miller, 14138 Argon Street NW, Ramsey, stated that he currently works for the City of <br />Minneapolis Department of Public Works as a Civil Engineer with a background in street design, <br />sewer design, and traffic engineering, and feels comfortable addressing the traffic issue. He <br />stated that he is strongly opposed to the street layout of the development. He was able to review <br />the traffic study done by Hakanson Anderson which addressed the traffic that will result from the <br />new development, but it did not consider the increase of through traffic through the existing <br />neighborhoods. With Argon Street being extended to Dysprosium, his expertise tells him the <br />route will turn into a short cut from T.H. #47 to C.R. #116. The developer stated that he would <br />not be opposed to changing the plat to cul-de-sac's rather than through streets and thinks that <br />should be considered because the extension of Argon will have a huge impact on the nine homes <br />that exist. Mr. Miller suggested the possibility of closing 142nd Avenue to prevent the through <br />traffic. <br /> <br />City Engineer Jankowski replied that the traffic analysis from Hakanson Anderson did not <br />include cut through traffic, but is an issue they can address. <br /> <br />Ms. Ellingson inquired as to what guarantees the residents would have that the development <br />would stay as senior housing. If the property is not developed as senior housing it will have a <br />great impact on a school district which is already overcrowded.
