Motion by Commissioner Johnson, seconded by Commissioner Kociscak, to reopen the public
hearing.

Motion Can'ied. Voting Yes. Chairperson Anderson, Commissioners Kociscak, Wivoda,
Dempsey, and Johnson. Voting No: Absent: Commissioners Jensen and Nixt.

Chairman Anderson called the public hearing back to order at 8:00 p.m.

Ms. Gust stated that all of the neighbors are present because they oppose the rezoning. She also
stated that she has never received any notice regarding the Comprehensive Plan and felt that they
should be involved with anything that affects them. If the rezoning goes through, then it is
usually an automatic that the plat will be approved.

Commissioner Johnson replied that the rezoning is significant because it creates a certain level of
entitlement, but the problem is the proposed Comprehensive Plan has identified this area for
development with high density residential uses.

Ms. Ellingson questioned if Outlot L is currently zoned commercial.

Community Development Frolik replied that Outlot L is currently zoned PUD which will remain
the same and could be used for a commercial business.

Commissioner Johnson inquired as to why the residents object to the rezoning.

Ms. Ellingson replied that the majority of the residents are concerned with the impact on traffic
this development would have on the area. She explained that their neighborhood is surrounded
by County roads and it is already impossible to get out of the neighborhood. The proposed
development will be an increase of 200 to 500 cars coming through their neighborhoods. She
thinks the developer should construct single family homes on the site.

Chairperson Anderson questioned if there was a preference amongst the residents whether the
property be developed as business or residential.

Ms. Ellingson replied that she would prefer the property be developed residential, but single
family residential and address the traffic issue in the area.

Commissioner Johnson stated that the difficulty the Commission has is that they are not free
agents because of the Comprehensive Plan and they have to work the best they can with the
contents of it.

Karl Schearer 14033 Dysprosium Street NW, Ramsey, stated that he has lived in the area for
approximately a year and agreed with the statements of Ms. Ellingson. He expressed that there is
a traffic problem in the area and that it is not the right area for a high density development. He
would prefer that the land be developed with residential uses rather than commercial uses.

Planning Commission/March 6, 2000
