Motion Carried. Voting Yes: Chairperson Anderson, Commissioners Johnson, Kociscak,
Dempsey, and Wivoda. Voting No: None. Absent: Commissioners Jensen and Nixt.

Case #10:

Request for Sketch Plan Review of West Radium Business Center; Case of
Mark Peck

City Planner Rasmussen stated that H & P Development (Mark Peck) is in the process of platting
a minor subdivision containing two lots known as West Radium Business Center First Addition.
The area to be platted is at the corner of 140t~ Avenue and Radium Street NW. In the Industrial
District, the minimum lot size is one acre and the minimum lot width is 200 feet. The proposed
lot of 1 and lA is 2.787 acres in size, with a lot width of 275.27 feet. The proposed lot 2 and 2A
is 2.654 acres in size, with a lot width of 298.85 feet. A grading and drainage plan has been
provided as part of the site plan for the development of the lots. The standard drainage and
utility easements are provided along all property lines, with the exception of the common
property line shared by the two proposed lots. The standard drainage and utility easements are
not proposed on the common property line to facilitate a proposed shared paved area along this
line. Staff finds the elimination of the drainage and utility easement for this paved area
acceptable. The plat will have three public access points from existing streets. Lots 1 and lA
will have access on 140th Avenue, as well as shared access points on Radium Street. Lots 2 and
2A will have access at the shared access point of Radium Street, as well as an additional access
on Radium Street in the southeastern portion of the property.

Motion by Commissioner Johnson, seconded by Commissioner Dempsey, to approve the sketch
plan for West Radium Business Center First Addition and recommend that City Council grant
final plat approval.

Motion Carried. Absent: Commissioners Jensen and Nixt.

Case #11:

Request for Site Plan Review of West Radium Business Center; Case of
Mark Peck

City Planner Rasmussen stated that the City of Ramsey has received a request for site plan
review and approval from Mark Peck for the proposal of two facilities in West Radium Business
Center, generally located on the southwest corner of 140th Avenue and Radium Street. The plan
proposes to construct one 31,600 square foot office/warehouse building on each lot, in two
phases, on the plat know as West Radium Business Center. The first phase construction would
begin immediately and the second phase building would commence in approximately 18 months.
That total site size is approximately 5.45 acres (237,204 square feet). Lot coverage for phase one
is restricted to 35% (42,554 square feet). The building constitutes about 26% (31,600 square
feet) lot coverage. Lot coverage for phase two is also restricted to 35% (40,464 square feet).

Planning Commission/March 6, 2000
