Staff has requested that the westerly truck entrance and west curb line be shifted <br />to the east so as to preserve the existing screening at the west property line. The applicant has <br />agreed to preserve the existing screening by shifting the westerly truck entrance. The plan has a <br />good mix of native trees in various stages of maturity and is proposing a sufficient berm to <br />screen overnight truck parking. <br /> <br />Dennis Sharp, ACE Solid Waste, reviewed the rendering of the building. In regards to the staff <br />letter from March 2, 2000 requesting that the building move further to the east, they would prefer <br />that the building stay as proposed to maximize off street parking spaces. <br /> <br />Community Development Assistant Barnett stated that it was a suggestion of staff, but staff is <br />comfortable with the addition of the trees instead. <br /> <br />Mr. Sharp addressed the ponding issue and stated that they would prefer to have skimmers on <br />both ponds. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Wivoda, to recommend that City <br />Council grant site plan approval to Ace Solid Waste contingent upon compliance with the City <br />Staff Review Letter dated March 2, 2000 and landscape plan as proposed. <br /> <br />Motion Carried. Voting Yes: Chairperson Anderson, Commissioners Johnson, Wivoda, <br />Dempsey, and Kociscak. Voting No: None. Absent: Commissioners Jensen and Nixt. <br /> <br />Case #13: Request for Site Plan Review; Case of Systematic Refrigeration <br /> <br />City Planner Rasmussen stated that the City of Ramsey has received a request for site plan <br />review and approval from Systematic Refrigeration for a new facility generally located south of <br />Industry Avenue NW and north of the intersection of 140th Avenue NW and Radium Street NW. <br />The proposed office building is 80,280 square feet in size. Building coverage is restricted to <br />35% of the lot area, which is 99,856 square feet. The plan also proposed a future expansion on <br />the property to the east for additional office, warehouse and manufacturing space. The proposed <br />building constitutes 28% lot coverage. The proposed structure location complies with all setback <br />requirements. The plan proposes an insulated precast concrete wall in gray color. The texture is <br />to be raked with a smooth horizontal band. The number of loading berths proposed is in <br />compliance with City Code. City Code requires 106 parking spaces. The proposed plan <br />provides 111 spaces. In accordance with City Code, all traveled surfaces of the site will be paved <br />with bituminous and finished with B-612 concrete curb. The landscape plan meets the minimum <br />requirements. Staff is suggesting that the landscape plan should show the trails relationship to <br />the Hackberry's on the north side of the site and that the trees be alternated from one side of the <br />trail to the other. The plan proposes to grade both the area for the Systematic Refrigeration <br />building and the vacant lot to the east which will accommodate the future expansion.
