Community Development Director Frolik explained that #11 'was an observation by City Staff. <br /> <br />Chairperson Anderson stated that it has been made clear that the overall concern with the <br />development is the additional traffic it will create. He questioned if Mr. Bulow is given <br />approval, will he be permitted to construct the apartments at a maximum of 168 units. <br /> <br />Mr. Bulow replied that the only way they can achieve maximum density of 172 units for the <br />apartment complex is to have one of the units be senior housing. If they were to construct two <br />market rate buildings, they would not be able to accommodate enough parking. <br /> <br />Community Development Director Frolik noted that the maximum apartment units that could be <br />constructed is 168 units, which could be stated in the PUD development agreement. <br /> <br />Chairperson Anderson stated that legally the issue has to be handled under the existing <br />ordinances. <br /> <br />Community Development Director Frolik replied that current ordinance would allow for a PUD. <br /> <br />Commissioner Dempsey inquired as to what the proposed time table is to come in with a plan for <br />the apartments. <br /> <br />Mr. Bulow replied that his assumption is that they would make application this fall. <br /> <br />Commissioner Dempsey stated that one issue in regards to traffic is with the apartments, and the <br />Commission needs to continue addressing that issue. He stated that he is not satisfied with the <br />traffic flow in conjunction with the entrance along C.R. #116 and suggested that staff lobby a <br />position with the County to force what the City feels would be an appropriate access. <br /> <br />Mr. Bulow replied that he would prefer to have a full access intersection, but explained the <br />concerns of the County regarding the full access. <br /> <br />Commissioner Dempsey inquired if the preliminary plat is approved, would it lock the City into <br />committing to a specific type of access along C.R. #116 or could they revisit the issue at a later <br />date. <br /> <br />Community Development Director Frolik replied that the C.R. #116 access could be revisited as <br />part of the site plan for the apartments. <br /> <br />City Engineer Jankowski noted that the County has control over C.R. #11.6 and could put a <br />divided median all the way down that would prevent a full-access intersection. <br /> <br />Mr. Bulow stated that he would prefer a full access to the site and would be willing to work with <br />the City on approaching the County regarding the issue. <br /> <br />Planning Commission/March 20, 2000 <br /> Page 12 of 15 <br /> <br /> <br />
