Commissioner Wivoda inquired if the traffic analysis takes into consideration people using
Barium Street as a "short cut".

Commissioner Johnson brought up for discussion the concern that the residents in the proposed
development will take Barium Street to the north rather than the south.

City Engineer Jankowski replied that if the intersection of Barium Street and Dysprosium does
not function, then it could be an accurate scenario that people would use Barium Street to go
north.

Chairperson Anderson inquired if the traffic study included an analysis of traffic traveling from
the existing neighborhood to the south through the proposed development.

City Engineer Jankowski replied that that scenario was not studied.

Mr. Bulow stated that he would be willing to change the plan so that Mallard Ponds would have
no connection to the existing neighborhood and all of the interior streets would be private roads
except for the entrance off Dysprosium to the apartment lot.

Commissioner Jensen inquired if the right-in/rightrout access onto C.R. #116 would service the
entire site.

Mr. Bulow replied that the access would probably only service the apartments.

Commissioner Johnson stated that he likes the concept of servicing the entire development with
private roads.

Commissioner Dempsey stated that he feels the biggest issue is traffic, but thinks the City could
come up with other options.

Commissioner Jensen inquired if it would be possible to reverse the Argon cul-de-sac to make it
accessible from the private drive.

Mr. Bulow replied that he would prefer to reverse the cul-de-sac.

Commissioner Jensen stated that she would like to avoid any connection to the existing
development because of the traffic concerns.

Commissioner Johnson questioned if it would be possible to construct some type of barrier to
eliminate headlights shining directly into the existing homes.

Mr. Bulow replied that he had already planned to do so.

Planning Commission/March 20, 2000
