City Engineer Jankowski stated that Public Works would be opposed to leaving the dead end
streets in the existing neighborhood as they are currently are; they would like to see them
completed in some sort of fashion.

Commissioner Nixt replied that the streets have been that way for fourteen years and questioned
if there was an overriding safety issue that has not existed in the past.

City Engineer Jankowski stated that the City did not have the option for fourteen years, but
always anticipated the streets continuing through to the south someday. The only safety issue
would be with plowing the streets.

Commissioner Nixt inquired if it is adequate to have only one access to the development for the
fire and police.

City Engineer Jankowski replied that they would prefer to have two accesses.

Commissioner Jensen suggested extending the right-in/right-out access from C.R. #116 to
accommodate the entire site.

Commissioner Johnson suggested terminating Barium Street in such a way that emergency
vehicles could access the site, but it would not be used as a through street.

City Engineer Jankowski replied that anything that would allow an emergency vehicle to go
through with minimal damage would also allow cars to do the same.

City Engineer Jankowski stated that the plan that has been suggested, changing all of the streets
to private roads, has not been proposed to staff and he would like to have other staff opinion
before a decision is made.

Mr. Bulow responded in regards to having the right-in/right-out access from C.R. #116 serve the
entire area. He explained that he prefers to keep the townhome development and the apartment
complex separate.

Commissioner Dempsey inquired as to when the proposed improvements are supposed to occur
on C.R. #116.

City Engineer Jankowski replied that a median and stoplights are proposed to be constructed at
the intersection of Dysprosium Street and C.R. #116 in 2003.

Commissioner Johnson stated that he would support the development if there is a way to keep
traffic from the new development out of the existing neighborhood.

Planning Commission/March 20, 2000
