Councilmember Cook introduced the following resolution and moved for its adoption: RESOLUTION #05-11-389 A RESOLUTION ADOPTING FINDINGS, APPROVING A COMPREHENSIVE PLAN AMENDMENT TO CHANGE A LAND USE DESIGNATION FROM PLACES TO SHOP AND PUBLIC/QUASI-PUBLIC TO LOW DENSITY RESIDENTIAL, AND LOW DENSITY RESIDENTIAL TO PUBLIC/QUASI-PUBLIC; AND AUTHORIZING CITY STAFF TO SUBMIT AN APPLICATION TO THE METROPOLITAN COUNCIL FOR AN AMENDMENT TO THE COMPREHENSIVE PLAN WHEREAS, on October 3, 2005, the City of Ramsey received an application from GM Land Development (the "Applicant") requesting an amendment to the Comprehensive Plan to reconfigure the future land use designation from Places to Shop and Public/Quasi-Public to Low Density Residential, and Low Density Residential to Public/Quasi-Public, for the following legally described property: That part of the North Half of the Southeast Quarter of Section 23, Township 32, Range 25, Anoka County, Minnesota, described as Beginning at the Southeast comer of said North Half of the Southeast Quarter; thence North along the East line of thereof for a distance of 174.80 feet; thence West parallel with the South line of said North Half of the Southeast Quarter for a distance of 1296.32 feet to intersect the centerline of County State Aid Highway No. 5; thence Southeasterly along said centerline to intersect the South line of said North Half of the Southeast Quarter; thence east along said south line for a distance of 1195.97 feet to the point of beginning. Together with: All that part of the Southeast Quarter of the Southeast Quarter of Section 23, Township 32, Range 25, Anoka County, Minnesota, described as lying East of a line to be hereafter known as "Line B" for the purposes of this description, and lying North of a line to be hereafter known as "Line A" for the purposes of this description, said Line A being described as Commencing at the Northeast comer of said Southeast Quarter of the Southeast Quarter; thence North 89 degrees 52 minutes West, assumed basis of bearings, along the North line thereof for a distance of 1100.52 feet; thence South 29 degrees 14 minutes East for a distance of 300.00 feet; thence North 89 degrees 52 minutes West parallel with said North line for a distance of 22.97 feet, more or less, to intersect the Easterly line of the right- of-way of County State Aid Highway No.5, said point of intersection also being the actual point of beginning of said Line A to be hereby described; thence return South 89 degrees 52 minutes East along said parallel line for a distance of 972.56 feet, more or less, to intersect the East line of said Southeast Quarter of the Southeast Quarter and there to terminate said Line A.
