City Planner Rasmussen stated that Chris Bulow of Bulow Incorporated is requesting preliminary plat approval of Mallard Ponds. The plat consists of approximately 16 acres in the area generally described as north of County Road #116 and east of Dysprosium Street· On March 28, 2000, Mr. Bulow attended a City'Council work session to get their opinion of the street configurations. The Council discussed the overall density of the project and decided that they could not initiate discussion on the street layout until the density issue is resolved. The Council asked that Mr. Bulow return to another City Council work session to discuss the project· In the mean time, Mr. Bulow would like the Planning Commission to review and comment on the 4 street options· City Staff recommends that the Commission provide input regarding the favored street option. He reported that he had recently been contacted by a couple of parties who are interested ~' O. in purchasing the property and who would leave the property with a commercial zoning designation. He has told those parties that he is not interested in selling, and he would like to move forward with this project. Mr. Bulow explained that this has been an ongoing process for two years. He noted the site has slightly changed as the proposal now includes 26 detached townhomes and 32 twinhomes. Chairman Anderson asked how many acres are included with the apartment proposal. Mr. Bulow stated there are approximately five acres proposed for apartments. Chairman Anderson asked the City Engineer for a review of the traffic study that was part of the packet. City Engineer Jankowski stated he had not had time to review the information. Community Development Director Frolik stated the information had just been delivered at 5:00 p.m. that afternoon. Chairman Anderson stated the applicant had jumped through a number of hoops, and had gone through a public hearing and heard the public input.
