Community Development Director Frolik requested a recess at 6:59 p.m. so the meeting could be <br />relocated to the upstairs Council Chambers. The meeting was reconvened at 7:03 p.m. <br /> <br />Mr. Fullington asked if the City has addressed the potential for increased traffic in this busy <br />intersection. <br /> <br />Community Development Director Frolik stated a traffic generatiOn analysis was not conducted <br />on this proposed project. <br /> <br />Gary Hanson stated it was mentioned that the site will only handle 40% of the material generated <br />which makes it seem like it may be a good idea for the City and County to look into a more <br />permanent solution for a site that could adequately handle the levels of material being generated. <br />He noted there are no other uses such as this in the area and he would not like it to be overloaded. <br />He again suggested the landfill site would have more area to work with. <br /> <br />Mr. Berkopec stated Phase 1 with the truck terminal and office, although not specifically <br />approved by the City Council, has been approved by the Planning Commission, so they could <br />move forward once approved by the Council. Phase 2 is an enhancement to the facility and <br />something they want to do. As it relates to truck traffic, he stated they see an advantage to the <br />site in being able to travel both north and south from this site. He stated they are not single <br />destination trucks so there is no concentration of the trucks all going one way. <br /> <br />Gary Hanson stated they do plan to close their current facility and it is not just the trucks and <br />tipping, but also storage of dumpsters and a number of other pieces of the technology that will <br />need to be housed somewhere on this site. <br /> <br />Mr. Berkopec stated there is an area to the north of the shop to house empty containers. <br /> <br />Gary Hanson suggested that will result in odor problems if they are not kept clean. <br /> <br />Mr. Berkopec asked Mr. Hanson if there was an odor problem when he visited the Ace Solid <br />Waste site to take pictures. <br /> <br />Gary Hanson stated he did not get that close to the site but he asked someone in the area who <br />said there was seldom an odor problem. <br /> <br />Mr. Vevea stated five different neighboring property owners have spoken against the facility and <br />he urged the Planning Commission to vote accordingly. <br /> <br />Doug Hanson stated tonight there was no truck traffic and yet vehicles were lined up far enough <br />to block McKinley Street. <br /> <br />Commissioner Nixt moved and Commissioner Kociscak seconded to close the public hearing. <br /> <br />Motion carried.
