Absent: None. <br /> <br />The public hearing closed at 7:12 p.m. <br /> <br />Commission Business <br /> <br />Chairman Anderson called the special meeting of the Planning Commission back to order at 7:12 <br />p.m. <br /> <br />Commissioner Johnson requested clarification of the consideration before the Planning <br />Commission. <br /> <br />Community Development Director Frolik stated the Planning Commission is reviewing whether <br />a transfer station is a compatible use in the area. <br /> <br />Community Development Director Frolik explained that a transfer station is not a permitted use <br />in any zoning district in the City and the City Attorney felt a conditional use permit was the <br />proper consideration under the Solid Waste Management Ordinance. <br /> <br />Commissioner Johnson noted there is no location where a transfer station could be allowed <br />without a conditional use permit. <br /> <br />Community Development Director Frolik stated that is correct, but the office and truck terminal <br />is a permitted use. <br /> <br />Chairperson Anderson asked why a special meeting was called tonight to consider this request. <br /> <br />Community Development Director Frolik stated a special meeting was called in consideration of <br />the applicant's construction schedule and because the applicant would like to know if they will <br />be allowed to have the transfer station. The office and truck terminal may be contingent upon the <br />transfer station being approved. <br /> <br />Chairperson Anderson asked the applicant what they will do if the conditional use permit for the <br />transfer station is not approved. <br /> <br />Mr. Berkopec stated they have not yet made that decision. He invited all to tour their Andover <br />facility. He stated that site is overcrowded and they have talked for five Plus years about the <br />need for a new facility. He stated if the conditional use permit is not approved, they may <br />compromise to take this site, or may not, but they would like an accelerated schedule. <br /> <br />Commissioner Johnson stated there has been some inquiry about the use of the old waste <br />management site. <br /> <br />Community Development Director Frolik stated it is owned by the PCA who owns the landfill <br />site and area around it. She stated she understands the PCA is still working on the closure <br />process.
