2006. Ms. Barnes expressed optimism that the project would be underway sometime in the late
spring of 2006.

2) Town Center Core Project Management

City Administrator Norman explained the difficulties of managing the several projects within the
Town Center that are the responsibility of the City. He explained that he approached Jim Lasher
of LSA Design for project management services. Mr. Lasher has requested a proposal because
of the critical role that parking has to the core development of the Town Center and because of
Mr. Lasher's important assistance with negotiations for the first amendment to the Master
Agreement with the Ramsey Town Center.

The project management role is critical because the City has made significant financial
commitments to the success of the project and the City is now in control of individual projects
within the "core area" since the completion of the first amendment. The project management
role would be to coordinate with all the different stake holders involved in the core area, create a
clear process to adjust each individual project and bring about a productive schedule for the
accomplishment of the vision for the City and the Master Developer within the Town Center.

Mayor Gamec noted that the proposal contained a cost estimate for six months and requested the
source of the financing for the services. While many other Councilmembers agreed that the
services were critical to the project, but also expressed concern about the cost to provide the
services. The City Council indicated their interest in project management services if financing
for the project could be accomplished. It was determined that the first assignment of the project
management services would be to develop a plan for the financing of the project management
services.

3) Other

City Councilmembers asked about different lease signings in the commercial area of the Town
Center. A request was made to have regular reports of what projects were coming into the Town
Center. The City Administrator explained that he would attempt to place all reported signed
leases in the Weekly Update as a regular feature.

Other questions included electrical signage on Sunwood Drive or along the railroad tracks that
could be viewed from Highway #10. The Council also requested updated information on the
restricted covenanted within the Town Center.

ADJOURN

The Ramsey Town Center Work Session adjourned at 7:05 p.m.

Respectfully Submitted,
~inistrator
Town Center Work Session/November 28, 2005
Page 2 of 2
