Absent: Commissioner Wivoda. <br /> <br />Case #7: Request for Site Plan Review; Case of Chalich Trucking <br /> <br />Community Development Assistant Wald stated that the City of Ramsey has received a request <br />for site plan review from Chalich Trucking. The plan proposes to construct an office building <br />west of Armstrong Boulevard and south of 146~h Avenue, on Lot 1, Block 1 of Hauser Addition. <br />Chalich Trucking currently has a truck terminal located across the street from the proposed office <br />building at 8049 - 146th Avenue. The facility is proposed to be 1,568 square feet in size. This <br />complies with the 35% building coverage restriction and all setback requirements. In accordance <br />with City Code a sufficient number of off-street parking spaces are provided and all traveled <br />surfaces of the lot will be paved with bituminous and finished with B-612 concrete curb. The <br />parcel is approximately 2.14 acres in size; the applicant is proposing a total building and <br />bituminous pavement coverage of 6% or 5,600 square feet. Chalich Trucking will establish a <br />yard around the office building and paved area by installing sod. The remaining area will <br />continue to remain in its current natural state. The exterior finish on the building is proposed to <br />be a tan vinyl siding with decorative brick on the east wall. The vinyl siding deviates from the <br />B-3 Highway Business District requirements and will require City Council approval. She noted <br />that in 1986, the applicant received City approval for the construction of the truck terminal across <br />the street. The approval required the applicant to apply brick facades on the south and east sides <br />of the building. The applicant has not constructed the required exterior brick facades. The <br />Planning Commission may want to consider recommending to the City Council that the applicant <br />construct the required brick facades on their terminal facility in conjunction with site plan <br />approval of their office building. The proposed landscaping plan is minimal and staff is <br />requesting several modifications. <br /> <br />City Attorney Goodrich suggested requiring an escrow to verify that the brick facade is <br />completed. <br /> <br />Joe and Cheri Cook, 8049 146th Avenue NW, Ramsey, presented an example of the shingles and <br />the brick that are proposed to be used. <br /> <br />Commissioner Johnson inquired if the applicants had any issues with the City staff letter dated <br />June 30, 2000. <br /> <br />Ms. Cook replied no, but indicated that she was not clear on the drainage concerns. <br /> <br />Community Development Director Frolik directed the applicant to have their engineer work with <br />the City Engineer regarding the drainage concerns. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Nixt, to recommend that City <br />Council grant site plan approval to Chalich Trucking, contingent upon compliance with City <br /> <br />Planning Commission/July 10, 2000 <br /> Page 18 of 20 <br /> <br /> <br />
