Staff Review Letter dated June 30, 2000, with the exterior wall being finished as proposed and
the brick facade being added to the truck terminal as previously approved.

Motion Carried. Voting Yes: Chairperson Anderson, Commissioners Johnson, Nixt, Dempsey,
Kociscak, and Reeve. Voting No: None. Absent: Commissioner Wivoda.

Case #8:

Proposed Ordinance to Establish Maintenance Request for Individual
Sewage Disposal Systems (ISTS)

Community Development Director Frolik stated that one of the outstanding issues relating to the
Met Council determination of completeness of Ramsey's draft Comprehensive Plan is a managed
maintenance program for individual sewage treatment systems (ists's) in accordance with
Minnesota Rule 7080. Specifically, it is being requested that the City update the sewage disposal
ordinance to require monitoring of all ists's every three years and notifying homeowners of the
requirement. Consequently, staff drafted an ordinance amendment that will establish that
maintenance assessments of ists's are required at least every three years and an annual reminder
of this requirement will be published in the City Newsletter. In addition, the City currently
requires pumpers to submit a list of addresses where the ists's have been pumped and that
information is maintained in the computer and the property files. The ordinance would affirm
the pumping records procedure. The City Council introduced this ordinance on June 13, 2000,
and adopted it on June 27, 2000. The ordinance will be forwarded to the Met Council and
hopefully the Comprehensive Plan submittal will determined complete and the 60 day clock will
commence.

Case #9: Monthly Status Report

Noted.

Case #10: Zoning Bulletin

Noted.

COMMISSION INPUT

a) Appointments of Chapter 9 Rewrite Subcommittee

Community Development Director Frolik stated that the City has engaged the services of
Hoisington Koegler to assist in the rewriting of Chapter 9. Staffwas looking for two members of
the Planning commission to be a part of the subcommittee.

Commissioner Dempsey and Commissioner Nixt volunteered to be part of the subcommittee.

Planning Commission/July 10, 2000
