Motion by Commissioner Johnson, seconded by Commissioner Kociscak, to recommend that <br />City Council grant site plan approval to City Wide Door Company contingent upon compliance <br />with the City Staff Review Letter dated July 28, 2000 and resolution of a landscape plan and the <br />drainage plan. <br /> <br />Motion Carried. Voting Yes: Vice-Chairperson Nixt, Commissioners Johnson, Kociscak, <br />Dempsey, Reeve, and Wivoda. Voting No: None. <br /> <br />Case #5: Request for Site Plan Review Case ofM & G Leasing; Case of Milton Glass <br /> <br />Community Development Assistant Wald stated that the City of Ramsey has received a request <br />for site plan review from M&G Leasing. The site plan is proposing to construct a 7,800 square <br />foot office and trailer sales showroom facility. The area is generally located on the north side of <br />State Highway #10, west of Ramsey Blvd. and east of Armstrong Blvd. The site is zoned B-3 <br />Highway Business, office and showroom facilities are permitted in the Highway Business <br />district. The size of the building is 7,800 square feet, which includes a 6,000 square foot trailer <br />retail showroom area and a 1,800 square foot office facility. The structure meets all Highway <br />Business setback requirements and is in compliance with the 35% lot coverage restriction. The <br />site plan proposes to have two (2) access points from State Highway #10. The City Engineer is <br />requesting that the access plan be revisited to possibly provide only one (1) access. The site plan <br />has been forwarded to MnDOT for their review and comments. All driveways and off-street <br />parking areas will be paved and finished with B-6/12 curbing. The exterior building materials <br />are proposed to consist of metal or vinyl siding along with 12" concrete block and 12" decorative <br />block. Staff is recommending that the concrete block be integrally treated with color instead of <br />painted concrete. The proposed siding deviates from the Highway Business architectural <br />standards and will need City Council approval. Screening is not required because the adjacent <br />parcels are also zoned Highway Business. Staff recommended that the landscape plan be <br />modified to include landscaping along the northwest comer and a variety of tree plantings are <br />encouraged along the north line of the proposed site. The facility will be served by on-site sewer <br />and water facilities. The proposed double box parking lot lighting fixtures appear to meet City <br />Code. <br /> <br />Commissioner Johnson questioned what the recent history was regarding compliance with <br />architectural standards. <br /> <br />Commissioner Nixt replied that the Commission has been leaning more towards full compliance <br />rather than deviation. <br /> <br />Commissioner Kociscak stated that the Commission has only given exceptions on existing <br />buildings or buildings being constructed adjacent to residential properties. <br /> <br />Milton Glass, M & G Leasing, stated that he is not acquainted with everything about the building <br />and the architect was not available to attend the meeting. <br /> <br />Planning Commission/August 1, 2000 <br /> Page 11 of 13 <br /> <br /> <br />
