APPROVE PLANNING COMMISSION MINUTES <br /> <br />Commissioner Kociscak noted that on page 13 of the July 10, 2000 minutes the date the Amcor <br />permit expired should be September 30, 1999 rather than September 30, 2000. <br /> <br />Motion by Commissioner Kociscak, seconded by Commissioner Dempsey, to approve the <br />following minutes as amended: <br /> <br />1) Planning Commission public hearing and regular meeting minutes dated July 10, 2000. <br /> <br />Motion Carried. Voting Yes: Vice-Chairperson Nixt, Commissioners Kociscak, Dempsey, <br />Johnson, Reeve, and Wivoda. Voting No: None. <br /> <br />PUBLIC HEARINGS/COMMISSION BUSINESS <br /> <br />Case #2: Request for Sketch Plan Review of Smith Addition; Case of David A. Smith <br /> <br />Community Development Intern Blackburn stated that David Smith is requesting sketch plan <br />approval of a minor subdivision to plat a 20-acre parcel into 2 lots. Lot 1 will accommodate the <br />existing homestead on the subject property for David Smith. The property is located on the east <br />side of Armstrong Blvd., south of 156t~ Ave. NW. The 2 lot minor subdivision on 20 acres is in <br />conformance with 4 in 40 density zoning. Both of the lots will have the required 200 feet of <br />frontage on public roads. <br /> <br />Commissioner Kociscak inquired as to what MSA road access was being suggested. <br /> <br />Community Development Director Frolik explained that 153rd Avenue will be extended through <br />the property and for that reason staff recommended that access be reverted onto 153rd Avenue <br />rather than Armstrong Boulevard. <br /> <br />Commissioner Dempsey questioned how the road will impact the wetlands on Lot 2. <br /> <br />Community Development Director Frolik replied that the road will skirt the wetlands. <br /> <br />Commissioner Dempsey inquired as to what impact the road will have on platting the property. <br /> <br />Community Development Director Frolik replied that the property will be split by the road <br />extension. City Attorney Goodrich noted that the City holds a significant drainage easement on <br />the wetlands east of the new road. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Kociscak, to accept the sketch <br />plan for the David A. Smith minor subdivision contingent upon compliance with City Staff <br />Review Letter dated July 28, 2000. <br /> <br />Planning Commission/August 1, 2000 <br /> Page 2 of 13 <br /> <br /> <br />
