Voting No: None. <br /> <br />Case #3: <br /> <br />Request for Site Plan Review of Accessory Structure for Independent Baptist <br />Church; Case of Pastor Charles Nichols <br /> <br />Community Development Intern Blackburn stated that Independent Baptist Church is proposing <br />to construct a 36 foot by 26 foot accessory building. The property is zoned residential and <br />churches are a permitted use. Policy is to apply commercial standards to church sites. The <br />subject site is approximately 256,500 square feet (5.8 acres) in size. The proposed accessory <br />building is to be 936 square feet in size; the principal building is 3600 square feet in size. The <br />total square footage of the principal building and the accessory building does not exceed the 35% <br />lot coverage restriction. The proposed size of the accessory building does not exceed the 30% of <br />principal building size restriction. The proposed accessory building meets all the required <br />setbacks. The accessory building is proposed to be finished with white vinyl siding and light <br />brown asphalt shingles. The construction materials are consistent with the residential area it's <br />located in, but deviate from commercial standards and require council approval. The accessory <br />building is not proposed to have an asphalt driveway. Normally, the City would require a paved <br />and curbed access to the accessory building. The church is proposing a future parking lot <br />expansion that would provide pavement to the proposed accessory building and they are <br />requesting that this requirement be deferred. <br /> <br />Commissioner Nixt inquired if the vinyl siding and asphalt shingles will match the existing <br />building. <br /> <br />Pastor Charles Nichols replied yes. <br /> <br />Commissioner Dempsey inquired as to when the parking lot expansion would occur. <br /> <br />Pastor Nichols replied that he was not sure at this time. <br /> <br />Commissioner Johnson suggested giving the applicant a five year limit to pave the area accessing <br />the accessory structure. <br /> <br />Pastor Nichols replied that he would be agreeable to the five years. <br /> <br />Consensus was to amend the City Staff review letter to include the five year time frame to pave <br />the access. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Wivoda, to approve the proposed <br />accessory building on the Independent Baptist Church site per the City Staff Review Letter dated <br />August 1, 2000, with construction materials as proposed and a five year time period to pave the <br />access. <br /> <br />Planning Commission/August 1, 2000 <br /> Page 3 of 13 <br /> <br /> <br />
