Motion by Commissioner Johnson, seconded by Commissioner Kociscak, to recess the public <br />hearing until 7:30 p.m. <br /> <br />Motion Carried. Voting Yes: Vice-Chairperson Nixt, Commissioners Johnson, Kociscak, <br />Dempsey, Reeve, and Wivoda. Voting No: None. <br /> <br />Public Hearing <br /> <br />Vice-Chairperson Nixt called the public heating back to order at 7:59 p.m. <br /> <br />Presentation <br /> <br />Community Development Director Frolik stated that various parcels of land were determined to <br />be land use sensitive and were placed in moratoriums while the City worked on the new <br />Comprehensive Plan. In addition, the Zoning and Subdivision Chapter of City Code has not <br />been updated to implement the Comprehensive Plan being considered. A very important aspect <br />of the draft comprehensive plan is that language which would establish transition density <br />standards for new residential development abutting existing development A draft ordinance was <br />presented to the Planning Commission for a public hearing on July 10. It was determined that <br />the ordinance needed some rework and the hearing was continued to the regular Planning <br />Commission meeting in August. In the interim, a Planning Commission work session was held <br />on July 18 to provide City Staff and Loren Gordon (consultant from Hoisington Koegler Group <br />working on the Chapter 9 Rewrite) with some direction and feedback for redrafting the proposed <br />ordinance. <br /> <br />Loren Gordon, Hoisington Koegler Group, reviewed the proposed ordinance and presented <br />examples as to how the ordinance would impact development. <br /> <br />Commissioner Nixt noted that there is a Chapter 9 subcommittee that will be meeting every <br />fourth Thursday at 6:00 p.m. that the public is welcome to attend. <br /> <br />Mr. Gordon explained that the transition would occur over three rows of homes in an attempt to <br />make a gradual reduction in lot size from the one acre standard in the first tier, to 60 pement of <br />that in the second tier, and then 30 percent in the 3rd tier. He explained that the ordinance also <br />addresses topography, highways, vegetation, and wetlands and indicates that a developer may not <br />be able to achieve total density because of the tiering provision. The multiple family approach <br />attempts to provide a buffer around the perimeter of the development by moving some of the <br />required open space to the perimeter of the property and increasing the amount of required open <br />space to 25 percent. <br /> <br />Commissioner Johnson inquired as to what would happen if a development was occurring next to <br />an undeveloped parcel. <br /> <br />Mr. Gordon replied that the developer would be able to develop the property without transition. <br /> <br />Planning Commission/August 1, 2000 <br /> Page 6 of 13 <br /> <br /> <br />
