home and a dwelling for his caretakers. The City has also issued conditional use permits for <br />accessory apartments within the principal dwelling. Mrs. Smith, the president of Loving Care <br />Senior Services, plans to connect the two dwellings to meet City Code standards within five <br />years (2005). With respect to the senior foster home itself, State Statue says that an adult foster <br />home is a permitted use in a residential district. Loving Care Senior Services will be licensed by <br />the County, they are allowed a total of five senior citizens who are 60 years or older. Anoka <br />County will conduct inspections of the adult foster care facility every other year after the first <br />year. The State Marshall will also conduct inspections of the facility in conjunction with Anoka <br />County. State Statute prohibits seniors to be in the adult foster care facility who have a serious <br />and persistent mental illness or developmental disability. State Law does not require the owner <br />of Loving Care Senior Services to live at the facility full-time. Hanna Smith will not be living <br />on-site, however Loving Care Senior Services provides one on-site Home Health Aid 24-hours a <br />day. The Health Aid shifts are from 7:00 a.m. - 3:00 p.m., 3:00 p.m. - 11:00 p.m., and 11:00 <br />p.m. - 7:00 a.m. The facility would also have one full-me on-site nurse who will also serve as <br />the manager of the facility. <br /> <br />Citizen Input <br /> <br />Amy Leider, Nurse for Loving Care Senior Services, stated that she would be the nurse living <br />on-site in the detached building. She stated that by allowing her to live in the apartment she <br />would be given her privacy and yet be available at all hours for the care center. She explained <br />that currently they are using all of their funds to clean up the home and they anticipate being able <br />to attach the apartment to the main house in five years to meet City Code. <br /> <br />Tom Obrey, 8300 163rd Avenue, Ramsey, stated that the previous owner was denied a <br />conditional use permit in 1989 and the dynamics of the property have not changed and for that <br />reason he is opposed to the request. <br /> <br />Hanna Smith, Owner of Loving Care Senior Services, stated that the home was a money pit when <br />they purchased the home and they have spent a lot of money remodeling the home and making a <br />great improvement to the neighborhood. <br /> <br />Daniel Baird, 8301 163rd Avenue, Ramsey, stated that he moved to Ramsey in 1987 into a <br />neighborhood indicated as single family lots on 2.5 to 6 acre lots. He inquired if the apartment <br />area has been inspected to determine if it is appropriate for living. He stated that the existing <br />home has not been kept up for many years and has never seen the City of Ramsey enforcing the <br />maintenance of the property. He suggested splitting the lot to correct the situation so there would <br />not be two residents on one property. <br /> <br />Commissioner Dempsey noted that the permit is only referring to the fact that the garage is not <br />attached to the existing home. <br /> <br />Mr. Baird inquired if the applicant is proposing to attach the garage to the house. <br /> <br />Planning Commission/September 5, 2000 <br /> Page 6 of 13 <br /> <br /> <br />
