in size and is located in the Town Center TC-1 subdistrict. There is no minimum lot size in this <br />district. Minimum lot width is 20 feet, and minimum lot depth is 80 feet. Lot 1, Block 1 meets <br />these requirements. <br /> <br />Community Development Director Tmdgeon advised staff recommends approval of the final plat <br />and final site plan subject to the City Staff Review Letters and the applicants entering into a <br />development agreement and development permit with the City. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to adopt Resolution #05- <br />12-423 to approve the final plat of Ramsey Town Center 11th Addition, contingent on the City <br />Staff Review Letters and the applicants entering into a development agreement and development <br />permit with the City, and to approve the final site plan of Ramsey Office Plaza. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Jeffrey, Pearson, <br />and Strommen. Voting No: None. Absent: Councilmember Olson. <br /> <br />Case #7: <br /> <br />Request for Preliminary Plat and Preliminary Site Plan Approval of Ramsey <br />Town Center 12th Addition; Case of Ramsey Town Center LLC <br /> <br />Assistant Community Development Director/HRA Executive Director Frolik indicated that <br />Ramsey Town Center, LLC has submitted a preliminary plat and preliminary site plan to develop <br />72 townhome units in Ramsey Town Center 12th Addition. The proposed development is located <br />north of Bunker Lake Boulevard and west of the extension of Town Center Drive. The subject <br />property is currently zoned Town Center-4a Neighborhood District (TC-4a). This district allows <br />for a mix of residential uses at a net density up to 10 units per acre. The total site development <br />area for 8th, 9th, 10th, 12th Additions and Outlot F is 29.4 acres (including North Park). This <br />results in a net density of 7.8 units per acre. When outlot F develops, compliance with the 10 <br />units per acre density requirement will have to be demonstrated for the overall site. <br /> <br />Ms. Frolik explained the development is proposing 12, six-unit townhome structures. The <br />minimum/maximum building height in this district is 2-4 stories. All of the dwelling units are <br />three stories. Due to grades, the buildings were designed with the garage as the main level and <br />the living quarters are on the second and third stories. Ms. Fmlik explained the front facing wall <br />contains a mix of rock face block, brick, vinyl siding and accents consisting of cement fiber, <br />metal fascia, and burnished block. Although this is considered the building front, it doesn't <br />contain any front doors. The reason for no doors is that the grades are such that too many steps <br />would be required to access the front doors from Bunker Lake Boulevard. However, there are 12 <br />large windows that project outward from the building to provide facade articulation for <br />pedestrian appeal. Color elevations have been requested to confirm the use of color changes. It <br />appears that the front wall will meet the Town Center guidelines. She explained the rear wall <br />will act as the front door as it will be the only entrance to these units. This wall also faces the <br />single family homes in 8th Addition. The majority of the rear wall is made up of vinyl siding <br />with some rock face block accents on either end of the structure. Staff and the Planning <br />Commission recommended the use of additional materials and accents on the rear wall, and it has <br />been included. Also included are masonry accents to the two end walls, which had only <br />consisted of vinyl siding. <br /> <br />City Council / December 13, 2005 <br />Page 11 of 37 <br /> <br /> <br />
