Ms. Frolik explained the minimum driveway length is 20 feet and the maximum is 25 feet.
Because of the curvilinear streets and the unique shape of the property and depths of the
property, several of the driveways exceed the 25 foot maximum length restriction. Variances
were granted for the increase in the driveway length. She advised staff and the Planning
Commission recommend preliminary plat and site plan approval contingent upon compliance
with the Staff Review Letter and their discussion of December 1, 2005.

Councilmember Elvig stated he appreciates the work that has been done with the materials,
especially on the end wall. He questioned if it is correct that there is not a front access on the
building.

Ms. Frolik replied there will be sidewalks and steps constructed between the buildings to provide
access to the trail, but not from each unit.

Greg Voss, Ramsey Town Center, LLC, stated the site plan has been corrected to be in
conformance with the elevation requirements.

Councilmember Elvig questioned if the interior is connected with sidewalks.

Ms. Frolik responded in the affirmative. She stated staff is pleased to see how far this developer
is willing to go to improve the quality while keeping the price affordable.

Motion by Councilmember Pearson, seconded by Councilmember Cook, to approve the
preliminary plat and site plan for Ramsey Town Center 12th Addition contingent upon
compliance with the City Staff Review Letter dated November 23, 2005 with additional
modifications to the rock face block fotmdations.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Pearson, Cook, Elvig, Jeffrey,
and Strommen. Voting No: None. Absent: Councilmember Olson.

Case tt8: Request for Preliminary and Final Plat Approval of Ramsey Town Center
13th Addition; Case of National Growth, LLC

Community Development Director Trudgeon indicated Case Nos. 8 and 9 are related to Asissi
Restaurant/Nightclub. Tonight the Council will be doing something slightly unusual, which is to
consider preliminary plat and final plat approval of Ramsey Town Center 13th Addition. This is
a fairly simple plat and staff feels it is okay to move the plat ahead at this time. The final plat is
proposing to create one buildable lot and one outlot. The total area of Lot 1, Block 1 is
approximately 1 acre in size. The proposed plat is located in the Town Center TC-1 subdistrict.
There is no minimum lot size in this district. Minimum lot width is 20 feet, and minimum lot
depth is 80 feet. The lot meets these requirements. Mr. Trudgeon explained the site plan
proposes to develop a total of three buildings on Lot 1, Block 1. This will require a conditional
use permit or a replat at the time of site plan for these future buildings, according to City Code.

City Council / December 13, 2005
