3) Authorization to Make the Fire Secretary Position Full-Time <br /> <br />Councilmember Cook explained the 2006 budget included the Fire Secretary as a full-time <br />position. The Fire Chief has requested that the Fire Secretary position change to full-time <br />beginning December 14, 2005. He explained the part-time Fire Secretary position was included <br />in the 2005 budget for the full year, but the position did not actually begin until late within the <br />year. Due to this there is additional funding in the budget to fund the Fire Secretary as a full- <br />time position on the requested date. It is the recommendation of staff and the Personnel <br />Committee to make the Fire Secretary position full-time as of December 14, 2005. <br /> <br />4) Authorization to Hire an Investigative Sergeant <br /> <br />Councilmember Cook stated Jeffrey Katers was hired earlier this year as an Investigator. It is the <br />recommendation of staff and the Personnel Committee that Mr. Katers be hired as the <br />Investigative Sergeant effective January 1, 2006 at a starting wage of $30.17 per hour. Mr. <br />Kater's probationary period will be six months and all other personnel policies will apply <br />normally. <br /> <br />5) Discussion Regarding the Official Map Board of Appeals <br /> <br />Councilmember Cook stated the proper staff was not present to discuss this case. The <br />recommendation of the Personnel Committee was to table this case to the next available meeting. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Elvig, to ratify the <br />recommendation of the Personnel Committee in Case Nos. 1 through 5 and to adopt Resolution <br />//05-12-434 ending the probationary period for Ms. Hoeffner and granting status as a full-time <br />regular Accountant I; to adopt Resolution #05-12-435 ending the probationary period for Ms. <br />McNallan and granting status as a regular Part-Time Fire Secretary; to adopt Resolution #05-12- <br />436 to grant authorization to change the Fire Secretary position to full-time effective December <br />14, 2005, pending inclusion in - and approval of- the 2006 budget; to adopt Resolution #05-12- <br />437 to grant authorization to hire Jeffrey Katers as the Investigative Sergeant effective January 1, <br />2006 at a starting wage of $30.17 per hour. Mr. Katers' probationary period will be six months <br />and all other personnel policies will apply normally; and to table the discussion regarding the <br />Official Map Board of Appeals. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Elvig, Jeffrey, Pearson, <br />and Strommen. Voting No: None. Absent: Councilmember Olson. <br /> <br />6) Consideration of Resolution Reappointing Board and Commission Members <br /> <br />Councilmember Cook stated during the December 5, 2005 work session, the Council asked that <br />the Personnel Committee follow the current policy for incumbent Board and Commission <br />members and make their suggestion for changes of the policy after the current appointment or <br />reappointment process. The Personnel Committee looked at the rotation of the individuals <br />leaving commissions and is recommending a more balanced staggering.
