Mr. Dempsey also <br />suggested that Mr. Gordon clarify the tiering recommendation made by Councilmember <br />Hendriksen. <br /> <br />Hoisington Koegler Consultant Gordon reviewed some examples as to how the ordinance would <br />impact certain parcels in the City. <br /> <br />Commissioner Dempsey stated that Subdivision 1 should be expanded to include urban <br />development adjacent to existing urban development. <br /> <br />Community Development Director Frolik noted a letter that was received from Mr. Ben Deemer <br />requesting that property that is currently zoned for multi-family development be exempted from <br />density transition requirements. <br /> <br />Vice-Chairperson Kociscak stated that he would be uncomfortable forwarding the ordinance on <br />to the Council without Chairperson Nixt being given an opportunity to review the most recent <br />draft. <br /> <br />Consensus of the Commission was to schedule a special meeting on October 16*. <br /> <br />Case #6: Proposed Amendments to Tower Ordinance <br /> <br />Vice-Chairperson Kociscak closed the regular portion of the Planning Commission meeting at. <br />8:44 p.m. in order to conduct the public hearing. <br /> <br />Public Hearing <br /> <br />Vice-Chairperson Kociscak called the public hearing back to order at 8:44 p.m. <br /> <br />Presentation <br /> <br />Theresa Greenfield, McCombs, Frank Roos, and Associates, stated that at the regular <br />Commission meeting in September, some definitive direction was given for amending the Tower <br />Ordinance. In summary, the proposed amendments consist of the following: <br /> <br />· Restricting cell towers to residential parcels at least 10 acres in size located in an area <br /> depicted in the draft comprehensive plan as the Rural Preserve Area (to be identified as a <br /> Tower Overlay District in the tower ordinance). <br />· Restricting all other towers in the residential zone generally to church, park, government, <br /> school, utility, and institutional sites at least 10 acres in size. <br />· Establishing a tower setback from residential dwellings equal to 1.5 times the height of the <br /> tower. <br /> <br />Planning Commission/October 3, 2000 <br /> Page 11 of 16 <br /> <br /> <br />
