Since the lot has been vacant for so many years, vegetation on the parcel consisted of nothing but <br />tall weeds and existing mature trees. Hanna Smith has made several site improvements to the <br />estate since purchasing the property. Staff toured the site again and saw a vast improvement to <br />the outside landscaping. The applicant planted 171 various bushes; river rock and keystone <br />block have been strategically designed around the entire main dwelling, and a cement pathway <br />with established landscaping on both side of the cement pathway has been constructed to the <br />second dwelling. The parcel contains many mature trees in the front, side, and rear yard. Mrs. <br />Smith has hired an irrigation company to install a sprinkler system. The entire parcel will be <br />spread with black dirt and seeded by the second week in October. The property now contains <br />two courtyards, one in the front and one in the rear yard, with landscaping established around <br />each courtyard. <br /> <br />Staff felt that the applicant has installed a landscaping plan that exceeds City standards. Staff <br />was able to view the inside of the proposed second dwelling. The interior of the building is <br />completely sheet rocked and it appears that most of the electrical outlets are in place, but not <br />necessarily working. The structure is absent of flooring, a finished kitchen, a finished bathroom, <br />and working plumbing. The current status of the facility is that it is not in livable condition. If <br />the proposed use is approved, the applicant will make the necessary improvements to provide for <br />a livable facility. <br /> <br />Citizen Input <br /> <br />There was none. <br /> <br />Motion by Commissioner Wivoda, seconded by Commissioner Reeve, to close the public <br />hearing. <br /> <br />Motion Carried. Voting Yes: Vice-Chairperson Kociscak, Commissioners Wivoda, Reeve, <br />Dempsey, and Griffiths. Voting No: None. <br /> <br />The public hearing closed at 7:18 p.m. <br /> <br />Commission Business <br /> <br />Vice-Chairperson Kociscak called the regular meeting of the Planning Commission back to order <br />at 7:18 p.m. <br /> <br />Vice-Chairperson Kociscak inquired if the on-site nurse will be paying rent. <br /> <br />Hannah Smith, Loving Care Senior Services, replied that it is part of her job requirement to be <br />on-site 24 hours a day. <br /> <br />Motion by Commissioner Dempsey, seconded by Commissioner Griffiths, to include the <br />following wording to findings of fact #I0: "That the second dwelling will not be unduly <br /> <br />Planning Commission/October 3, 2000 <br /> Page 3 of 16 <br /> <br /> <br />
