(3) collies would remain on the property full-time and 1-3 more dogs would be there on a <br />temporary basis. Ms. Ross trains collies to be confirmation dogs (competition dogs judged on <br />their grooming) and would need the flexibility to house 3-6 collies on the property during the <br />short period while she trains or prepares the dogs for a competition. Ms. Ross does not intend to <br />maintain all six (6) collies on the property on a regular basis, however she would like the ability <br />to house up to six (6) collies if she needed to for a couple of days. On an average the applicant <br />intends to maintain approximately 3-4 debarked collies on the property at any given time. The <br />applicant has provided a letter of application and site plan which indicates that the dogs will be <br />kenneled outdoors during the day and brought into the house by 8:00pm every night and there is <br />an existing fenced in exercise yard with future plans to extend the fenced area. The applicant has <br />a 6 x 24-foot kennel outside and a 6 x 12-foot kennel inside the garage. <br /> <br />Citizen Input <br /> <br />Vice-Chairperson Kociscak questioned how often there would be more than two dogs on the <br />property. <br /> <br />Ms. Ross replied that she would like to keep three dogs at all times, but explained that she co- <br />owns several other dogs that are primarily kept with the other owner, but she would occasionally <br />need to pick them up prior to a show which would occur approximately once a month. <br /> <br />Don Volner, 8121 154th Avenue NW, Ramsey, stated that Ms. Ross is a new neighbor, but she <br />respected all the wishes of the neighbors and he has not had any problems with her or her dogs. <br />He stated that the dogs are kept very quiet. <br /> <br />Vice-Chairperson Kociscak noted that the following letters were received opposing the request: <br /> <br />· Margie and Ed Church, 8060 154th Lane NW, Ramsey <br />· Mary Anne Flesner, 8130 153rd Lane NW, Ramsey <br />· Letter signed "GJG" <br /> <br />Steve Angel stated that his home is diagonal from Ms. Ross and her dogs are very well behaved <br />and very quiet. <br /> <br />Vice-Chairperson Kociscak replied that Ms. Ross is proposing to have up to six dogs at one time. <br /> <br />Community Development Assistant Wald noted that the conditional use permit only allows for <br />four dogs to be kept outside at any given time unless Ms. Ross is outside with them. <br /> <br />Ms. Ross replied that she would only have three dogs outside at one time because of the amount <br />of room she has. <br /> <br />Motion by Commissioner Dempsey, seconded by Commissioner Wivoda, to close the public <br />hearing. <br /> <br />Planning Commission/October 3, 2000 <br /> Page 7 of 16 <br /> <br /> <br />
