Commissioner Johnson inquired if there will be any screening along T.H. #47. <br /> <br />Mr. Johnson replied yes, explaining that they will be placing a six foot privacy fence along T.H. <br />#47 with landscaping on both sides of the fence. He noted that most of the homes will not be <br />visible from T.H. #47. <br /> <br />Chairperson Nixt noted that the development is being proposed at a density of 2.8 units per acre <br />and the land could be developed at 3.3 units per acre if it were a single family development. <br /> <br />Commissioner Johnson noted that the draft Comprehensive Plan has identified the property as <br />high density residential which would allow for a development of up to seven units per acre. <br /> <br />Commissioner Kociscak inquired if the units would be subsidized housing. <br /> <br />Mr. Johnson replied that the units are considered affordable housing. He explained that a family <br />of four would qualify for the housing if they have a salary of $34,000 annually and the monthly <br />rent would range from $600 to $800 a month plus utilities. No more than 25 percent of the units <br />can be used for very low income families, so a maximum of seven families could be lower <br />income status. <br /> <br />Commissioner Kociscak inquired if the residents who are objecting to the development <br />understand that there will only be 28 units on the site. <br /> <br />Mr. West replied yes, explaining that he objects to the development because he moved from St. <br />Louis Park where there is a lot of subsidized housing and would rather have single family <br />housing because people have pride in ownership. <br /> <br />Mr. Ross stated that ACCAP may have worked with the residents on the west side of T.H. #47, <br />but he was not made aware of any communications with residents on the east side of T.H. #47. <br /> <br />Mr. Johnson clarified that there will be 31 units on the site. <br /> <br />Karen Tschumperlin, 14820 Erkium Street NW, Ramsey, stated that she did not sign any <br />agreement with ACCAP regarding the development. She also pointed out that a majority of the <br />property is wetland and is not developable. She stated that she was opposed to the rezoning. She <br />explained that she purchased her home six years ago and came to City Hall to inquire as to what <br />would be done with the property and she was not informed about the density change. <br /> <br />Kathleen Dock, 14781 Erkium Street, stated that the portion of the property that is already zoned <br />R-3 is DNR protected wetland, per her verification with the St. Paul DNR office, and should not <br />be considered as part of this development. She stated that the entire area is residential single <br />family and that should not change. To place an R-3 in the middle orR-1 development does not <br />seem to be good planning.
