Absent: Commissioners Griffiths and Wivoda <br /> <br />The public hearing closed at 7:10 p.m. <br /> <br />Commission Business <br /> <br />Chairperson Nixt called the regular meeting of the Planning Commission back to order at 7:10 <br />p.m. <br /> <br />Case/t3: Request for Amendment of Conditional Use Permit for Green Valley <br /> Greenhouse; Case of Wayne Davis <br /> <br />Chairperson Nixt closed the regular portion of the Planning Commission meeting at 7:11 p.m. in <br />order to conduct the public hearing. <br /> <br />Public Hearing <br /> <br />Chairperson Nixt called the public hearing to order at 7:11 p.m. <br /> <br />Presentation <br /> <br />Community Development Director Frolik stated that in 1977, Wayne Davis established the <br />Green Valley Greenhouse on his homestead at 6530 Green Valley Road. In 1990, Mr. Davis <br />determined that an expansion of his warehouse would be necessary. The subject property is <br />zoned R-1 Rural Residential and agriculture is a permitted use in that zone. However, the City <br />Code definition of agriculture uses includes flower nurseries, but without buildings. Therefore, <br />Mr. Davis's operation was determined non-conforming and it was necessary for the City to issue <br />a conditional use permit to allow the expansion of the warehouse. That permit stated that any <br />future expansions or additions of permanent structures to the facility would require amendments <br />to the conditional use permit. On October 13, 2000, the City received an application, from Mr. <br />Wayne Davis for an amendment to his conditional use permit to add a 528 square foot structure <br />to the site in which to house the boiler for the greenhouse heating system. The proposed <br />structure will be sited between some existing greenhouses and will be hardly visible from the <br />public road. The exterior walls and roof are proposed to consist of a rigid polycarbonate material <br />like the surrounding greenhouses. The addition of the structure to the property will not violate <br />the 35% lot coverage restriction.
