Chairperson Nixt closed the regular portion of the Planning Commission meeting at 7:52 p.m. in <br />order to conduct the public hearing. <br /> <br />Public Hearing <br /> <br />Chairperson Nixt called the public hearing to order at 7:52 p.m. <br /> <br />Presentation <br /> <br />Community Development Assistant Wald stated that Mike Schneider of Homestead Multi- <br />Family Development has applied for preliminary plat review to develop 42 for-sale townhome <br />units on the property located south of 153ra Avenue NW and Bill's Superette and east of St. <br />Francis Boulevard (T.H. #47). The property consists of approximately 10.13 acres and is <br />currently zoned R~3 Urban Residential, which allows up to seven units per acre. The draft <br />Comprehensive Plan targets this area for high-density residential uses and high density has been <br />established at a maximum density of seven units per acre. The developer is proposing 42 units, <br />which equates to a gross density of 4.2 units per acre and a net density of 4.4 units per acre (net <br />density is calculated by excluding Outlot A). Barium and Cobalt Streets are proposed to be <br />extended from the south into the plat; Barium Street will turn to the west and become 152nd Lane <br />and "T" into Cobalt Street; and Cobalt Street will extend north to 153rd Avenue NW. The plat <br />indicates that Cobalt Street will be connected to an existing north/south private driveway on the <br />Bills Superette site. Dedication of the private street as a public roadway will be required. No <br />access is proposed from St. Francis Boulevard NW. The pedestrian/bike path is proposed to be <br />continued along the east side of T.H. #47. The preliminary plat has been forwarded to the Park <br />Commission for their recommendation on park dedication requirement. The City has retained an <br />engineering firm to perform the required Traffic Generation Analysis study on the proposed <br />development. The townhomes will also be subject to site plan approval for the purpose of <br />reviewing architectural standards, parking, landscaping, etc. <br /> <br />Citizen Input <br /> <br />Steve Slettner, President of'Tec Design, noted that there is a slight modification to the plat. He <br />explained that a couple of the existing lots along Barium Street had a poor lot layout and what <br />they have proposed to the those property owners is to adjust the lot lines and make some <br />additions to those two existing lots. Those residents have indicated a desire to make that change. <br /> <br />Joe Lentner, 15081 Cobalt Street, Ramsey, stated that there will be no access from the <br />development to T.H. #47, but the people living in these homes will be seeking access to T.H. <br />#47. <br /> <br />City Engineer Jankowski explained that there will be access to the development from the <br />extension of Cobalt Street to the south and the private street to the east side of Bills Superette <br />will be required to be converted into a public street which will give the residents access to T.H. <br /> <br />Planning Commission/December 5, 2000 <br /> · Page 5 of 17 <br /> <br /> <br />
