Mayor Gamec added that we could look at this as a twice a year contribution also.

Councilmember Olson inquired if there is an average of the number of people served in Ramsey
over the years through the Alexandra House program.

Chief Way stated he could not get in touch with them prior to the meeting but his intent was to
ask them for statistics for the past four years.

Mayor Gamec stated we are basing a lot of this discussion on one group and we need to talk
about all the groups that may be asking for funding.

Councilmember Cook stated that Alexandra House should not have to go through policy because
he thought we had talked about funding them contractually.

Councilmember Strommen stated that it would be a flat fee per year and it would be reviewed
annually at budget time.

Councilmember Cook stated the only one the Council will talk about funding contractually
would be Alexandra House.

Chief Way inquired if he should contact Alexandra House to see if they would put a contract
together and for 2006, would Council consider funding in the amount of $6,400.

Mayor Gamec was not certain if the City should contract with them for that amount. He thought
they could put it on the agenda for the Elected Official's meeting and maybe we can get more
contributed.

Councilmember Cook stated that $6,400 is only 35% of what it costs to provide these services to
the City of Ramsey and the City should be contracting with them for $6,400 and review that for
next year at budget time and see where our needs are and make yearly contracts based on that
need.

Councilmember Olson expressed agreement and added that she also agreed with putting pressure
on the County.

Councilmember Strommen added that pressure should be put on other cities also, but we need to
fulfill our obligation first.

Chief Way stated that a lot of these cities have programs and think all of this should be taken
care of by the County.

Councilmember Elvig agreed that the City of Ramsey should "step up to the plate".

Mayor Gamec stated it appears there is a consensus to approve the contribution policy and to do
something for the Alexandm House.

City Council Work Session/November 7, 2005
Page 4 of 6
