Ms. Nelson inquired about charitable gambling funds to which Ms. Lund stated that the use of
that money has to be youth oriented.

Consensus of the Council was to bring the policy to a City Council meeting for approval and also
to bring a contract for service for the Alexandra House in the amount of $6,500 for year 2006.

#3: Review Existing Municipal Center Proposal from BKV Group

Assistant City Administrator Nelson stated that there has been discussion about the future use of
the existing municipal site. We need to continue using the fire station and discuss how to
manage our maintenance, etc. We asked for a proposal from BKV Group (the City's architects
for the new Municipal Center) to work through some of these things. The BKV Group is also
familiar with our current property. The proposal is in the amount of $6,400 which would get us
through the concept design program and get it to the point of "this is what we are going to do".
Based on this plan, we would have construction documents. Staff feels it is a fairly priced
proposal and especially so based on their history with us.

City Administrator Norman stated we can bring this back for formal approval.

Mayor Gamec inquired if this includes the Police building.

Ms. Nelson replied that the Police building has not really been talked about so far.

Mayor Gamec felt that it was a very feasible building to rent and that he has heard some interest
expressed in renting it.

Mr. Norman explained he is not sure how he feels about renting plus you have the double task of
getting the tenant(s) out if the building were up for demolition.

Councilmember Strommen inquired if access is an issue.

Councilmember Elvig thought you could get a lease drawn up that could get the ranter out
quickly. It might be a nice incubator spot.

Ms. Nelson offered that we could look at that but we would not really need an architect to do
that.

Councilmember Elvig inquired if we could have the EDA look at it as they have talked about the
incubator idea.

Ms. Nelson stated that it could be discussed but that we should have the tenant responsible for
everything.

Mayor Gamec suggested that people may look at it as temporary office space.

City Council Work Session/November 7, 2005
Page 5 of 6
