Motion carried. Voting Yes: Chairperson Johns, Commissioners Lehman, Olds, LaMere,
Pontius and Shryock. Voting No: None. Absent: Ostmm.

COMMISSION BUSINESS

Case #1: Park Dedication for the Meadow

Civil Engineer II Linton stated GM Homes has submitted the preliminary plat for The Meadow, a
single family home project on the site of the current City Hall, Fire Station and Police Station.
They are proposing 51 single family, urban service lots. This development is in the Prairie
Recreation District.

Chairperson Johns stated originally they proposed a four acre park on the land. She did not see
any dedication from the developer for a park.

Civil Engineer II Linton stated they are not but the current City Hall site will remain
public/quasi-public.

Chairperson Johns thought the site was being reserved for a future school and if they did put in a
park, it may be taken down when a school is built.

Civil Engineer II Linton indicated even with a school, there will be open space.

Parks/Utilities Supervisor Riverblood stated if there was a middle school, there may be little need
for a play area but the elementary school does have a playground area.

Chairperson Johns thought there will be small children in the development because of the
schools being so close and it would be nice not to have to cross County 5 to get to the
playground. She wondered how much land was being reserved for the school site.

Commissioner Olds indicated the report did not state how much land would be reserved.

Civil Engineer II Linton thought it was around fifteen acres reserved for a future school.

Commissioner Shryock wondered if in the future they could use the fire station land as a play
ground area because she thought they were trying to get away from tot lots.

Commissioner Pontius stated they discussed other things such as a skateboard park and he
thought this may be an ideal place for it with being by schools and in a neighborhood with people
always around.

Motion by Commissioner Shryock, seconded by Commissioner Olds, to recommend park
dedication in cash and require the public use area remain under City control and a trail dedication
in cash with credit given for the trails constructed outside the plat boundaries.

Park and Recreation Commission/November 10, 2005
Page 2 of 5
