the system. This designation will have the impact of reducing the total length of mileage by 1.08 <br />miles that the City may place on its Municipal State Aid System. Currently the City has an <br />availability of 2.9 miles that could be added to its MSA system and therefore can accommodate <br />this action. <br /> <br />Mayor Gamec asked if the county road included in the land the City purchased on the west side <br />of Armstrong Boulevard is designated on the State Aid maps. <br /> <br />Assistant Public Works Director Olson replied the City has not indicated the road would be a <br />county road, nor has the county inquired about the road until the river crossing goes across. <br />There was concern about access from the Planning Commission for a thorough-way for the <br />development. There was concern for an access during the discussion of the Super Store site to <br />the south, which the county would not allow because of access spacing guidelines. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Pearson, to adopt Resolutions <br />#06-01-012 and 06-01-013 supporting the inclusion of these roadways to the Anoka County <br />State Aid Highway System. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Pearson, Cook, Jeffrey, <br />Olson, Pearson, and Strommen. Voting No: None. <br /> <br />Case #9: <br /> <br />Consider Approval of Purchase and Loan Agreement for EZ Tractor Sales <br />and Purchase Agreement, Loan Agreement and Lease Agreement for <br />Ralph's Pawn Shop <br /> <br />City Attorney Goodrich explained two new properties have been negotiated for purchase using <br />the Revolving Acquisition Loan Fund (RALF) program administered by the Metropolitan <br />Council. The first property is EZ Tractor Sales - Vem and Wanda Olson - 7039 Highway 10 <br />NW - $440,000. <br /> <br />Motion by Councilmember Strommen, seconded by Councilmember Cook, to approve and <br />authorize signature of the purchase agreement and loan agreement for EZ Tractor Sales by Veto <br />and Wanda Olson at 7039 Highway 10 NW. <br /> <br />Motion carded. Voting Yes: Mayor Gamec, Councilmembers Strommen, Cook, Elvig, Jeffrey, <br />Olson, and Pearson. Voting No: None. <br /> <br />City Attorney Goodrich explained the second property that has been negotiated is Ralph's Pawn <br />Shop - R & D Properties (Ralph Nissen) - 6101 Highway I0 NW - $363,000. A lease <br />arrangement has been negotiated for a two year term with the option to renew annually at market <br />rates. He explained, in addition, Mr. Nissen would like to lease back the property from the City <br />on a lease agreement similar to what was discussed for the NAU building. The rent would be <br />$2,400 per month for a two year lease with the option to renew at market rate.
