CASE #:~.~ <br /> <br /> Public Hearing: <br />REQUEST FOR PRELIMINARY PLAT OF WILD OAKS OF RAMSEY; <br />CASE OF RON TALLMAN <br /> By: Breanne Dalnes, Associate Planner <br /> <br />Background: <br /> <br />Ron Tallman has applied for preliminary plat for the development of 12 single-family lots on the <br />property generally located on 173ra Avenue east of Puma Street. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Preliminary Plat <br />c) Utility Plan <br />d) Tree Preservation Plan <br />e) City Staffreview letter dated January 27, 2006 <br /> <br />Notification: <br /> <br />According to City Code and State Statute, staff notified property owners within 700 feet of the <br />subject property. <br /> <br />Observations: <br /> <br />The applicant is proposing to plat 12 single-family lots on approximately 36 acres on 173rd <br />Avenue east of Puma Street. The property is located in the R-1 Rural Developing District, which <br />has a minimum density of 1 lot per 2.5 acres or 0.4 units per acre. As submitted, the plan is <br />showing a gross density of approximately 0.39 units per acre. The 12 new lots meet R-1 Rural <br />Developing standards for lot size, but several lots appear to be smaller than the required 80 foot <br />lot width, as established in City Code. <br /> <br />This site is primarily wetland area, with the exception of the area that is being developed. Some <br />wetland impact is proposed, as well as wetland mitigation. These issues will be reviewed by the <br />Lower Rum River Water Management Organization. All city approvals will be contingent upon <br />the developer obtaining this permit. <br /> <br />The proposed lots will be served by a common septic system and constructed to hook up to <br />municipal sewer and water when and if they become available to the property. As part of the <br />requirements for cluster developments, a detailed plan for the design, management, and <br />maintenance of the community septic system is required. This information has not been <br />submitted at this time. <br /> <br />The utility plan indicates the intent to construct individual wells on the property. Details on the <br />installation and maintenance of water pipes have not been submitted at this time. <br /> <br />23 <br /> <br /> <br />
