The preliminary plat proposes access from 173ra Avenue and shows Nutria Street platted and <br />constructed as public Right-of-Way ending in a cul-de-sac that exceeds the 600 foot maximum <br />allowed by City Code. A variance to cul-de-sac length is being processed in conjunction with this <br />application. In accordance with City Code, 171st Avenue will be extended to the west boundary <br />of the plat with a temporary cul-de-sac to facilitate an easier connection in the future. <br /> <br />A tree preservation plan and landscape plan has been submitted. City Code requires that the <br />developer make an attempt to save as many trees as possible. <br /> <br />The future subdivision plan shown will require a separate platting process. Application for the <br />full development of this site cannot be made until municipal services are made available. <br /> <br />Recommendation: <br /> <br />There are many details to be worked out at the preliminary plat stage, most importantly the <br />design, type, and location of the common septic system. At the sketch plan phase of <br />development, these concerns were raised and have not been addressed since sketch plan review. <br /> <br />Staff is recommending that the preliminary plat application is tabled until additional information <br />regarding the specifics of the common septic system is submitted, as outlined in the City Staff <br />Review Letter dated January 27, 2006. This will also provide additional time to make revisions <br />to other aspects of the project. <br /> <br />Commission Action: <br /> <br />Motion to table the preliminary plat application based on the lack of detailed information <br />concerning the community septic system and to provide the developer an opportunity to correct <br />the issues raised on the City Staff Review letter dated January 27, 2006. <br /> <br />-or- <br /> <br />Motion to recommend that the City Council approve the preliminary plat of Wild Oaks of <br />Ramsey, contingent upon compliance with the City Staff Review Letter dated January 27, 2006. <br /> <br />-or- <br /> <br />Motion to recommend that the City Council deny the preliminary plat. <br />PC: 2/2/06 <br /> <br />Review Checklist: <br />Asst.
