CASE <br /> <br /> PUBLIC HEARING <br />REQUEST FOR COMPREHENSIVE PLAN AMENDMENT; <br />CASE OF MN SKYLINE PARTNERS, LLC <br /> By: Jason Schmidt, Management Intern <br /> <br />Background: <br /> <br />Bruce Chalupsky, a representative for MN Skyline Partners, LLC, has submitted an application <br />for an amendment to the 2001 Comprehensive Plan. The request is to change the land use <br />designation from Low Density Residential to Medium Density Residential. The property is <br />located to the west of Nowthen Boulevard (CSAH 5) and to the north of 151st Lane. The <br />amendment to the Comprehensive Plan, coupled with a rezoning and subdivision request, would <br />allow the applicant to develop the property with townhomes. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site Location Map <br />b) Proposed sketch plan for Skyline Pointe <br /> <br />Notification: <br /> <br />State law requires that the City notify property owners within 350 feet of the Subject Property of <br />the public hearing. Staff attempted to notify property owners within 700 feet of the subject <br />property. <br /> <br />Observations: <br /> <br />The property is approximately 9 buildable acres in size and is zoned R-1 Low Density <br />Residential, permitting development up to 3 dwelling units per acre. The properties to the north, <br />south and west are developed and zoned R-1 Low Density Residential as well. The site borders <br />Nowthen Boulevard on the east side. <br /> <br />Mr. Chalupsky is proposing to develop 59 townhome units. The proposed development would <br />not have direct access to Nowthen Blvd. and would also eliminate the two driveways that <br />currently access Nowthen Blvd. The proposed development could also act as a buffer between <br />single-family homes and the activity and traffic along Nowthen Boulevard. There may be a <br />public safety issue with increasing the density within this area as only one access point is <br />provided at 151st Lane for the 59 townhome units. A future phase shows an additional access to <br />Alpine Drive, however, that point of access ma also be of concern because of the close proximity <br />to the Alpine Dr./Nowthen Blvd intersection. <br /> <br />Until such time as the Comprehensive Plan is updated, the City Council adopted an Interim <br />Policy for Comprehensive Plan Amendments to serve as a guideline for reviewing applications. <br /> <br />37 <br /> <br /> <br />
