B~[o'w are the criteria to be used when determining the suitability of a Comprehensive Plan <br />Amendment. <br /> <br />1. The proposed land use considers traffic levels and patterns. <br /> a. Traffic impacts of the proposal should be assessed for adjacent streets and <br /> affected collector streets. Impacts resulting in a safety hazard, increase in fire or <br /> police response time, or substantial increase in traffic congestion should be <br /> mitigated. <br /> b. Potential future travel Corridors should be identified and preserved where <br /> feasible. <br /> <br />2. The Community's expenditures for new or additional services required by the <br />proposed land use will be recovered if the proposal goes forward. <br /> <br />3. Environmentally sensitive resources should be known, and as per section 9.21. O1 of <br />the city code "development shall be so regulated as to minimize risk of environmental <br />damage to these areas.' <br /> <br />4. The potential of the parcel containing a greenway corridor or open space area should <br />be reviewed and if present, appropriate preservation strategies shah be employed. <br /> <br />5. Sewer and water capacity is adequate to service the proposed development <br /> a. Existing residents shall not be assessed for any necessary improvements <br /> <br />6. The type of density transition, as required by Section 9.20. 05 Subd. $.c of City Code, <br />that will be utilized as part of the land use shall be identified and approved by the City <br />Council. <br /> <br />7. No urban development, other than cluster subdivisions as allowed by Section <br />9.20.11 of City Code, will be considered north of Trott Brook until the completion of the <br />Comprehensive Plan Update. <br /> <br />Staff originally wanted a determination by Planning Commission and City Council on the <br />suitability of the proposed Comprehensive Plan Amendment prior to preliminary plat submittal <br />in order to give the applicant a sense of whether the project was acceptable before they invested <br />significant money and time in creating the preliminary plat. Staff has found, however, that with <br />the Interim Policy, a substantial mount of information is needed before the Commission and <br />Council can make an informed decision on the proposed Comprehensive Plan Amendment. We <br />typically get this information at the preliminary plat stage (i.e. traffic impact study, density <br />transition). <br /> <br />With these facts in mind, Staff is of the opinion that no determination should be made on the <br />Comprehensive Plan Amendment at this time. The proposed Comprehensive Plan Amendment <br />should be considered at time of Preliminary Plat submittal. Doing this will give the Planning <br />Commission and City Council a better basis on deciding whether the Comprehensive Plan <br /> <br /> <br />
