CASE #: ,~ <br /> <br />REQUEST FOR SKETCH PLAN REVIEW OF SKYLINE POINTE; <br />CASE OF MN SKYLINE PARTNERS, LLC <br /> By: Jason Schmidt, Management Intern <br /> <br />Background: <br /> <br />Bruce Chalupsky, a representative on behalf of MN Skyline Partners, LLC has submitted a sketch <br />plan to develop 59 townhome units on the property located to the west of Nowthen Boulevard <br />and to the north of 151st Lane. The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Sketch plan <br />c) City Staffreview letter dated January 26, 2006 <br /> <br />Notification: <br /> <br />No public hearing is required at the sketch plan stage of a plat. However, the City Council <br />adopted a policy requiring notification of a proposed subdivision be sent out to residents within <br />350 feet of the subject property during sketch plan submittal. Staff attempted to notify property <br />owners within 700 feet of the subject property. <br /> <br />Observations: <br /> <br />The subject property is approximately 13 acres in size, with about 9 buildable acres due to a <br />wetland to the west. The property is bounded on the north, south and west by single family lots. <br /> <br />The property is zoned R-1 Low Density Residential and townhomes axe not a permitted use in <br />this zoning district. The development of the property with townhomes will require an <br />amendment to the Comprehensive Plan to change the land use from Iow density residential to <br />medium density residential. If the Comprehensive Plan amendment is approved, the property <br />will then be rezoned from R-1 Low Density Residential to R-2 Medium Density Residential. <br /> <br />The sketch plan shows a gross density of 4.5 units per acre. Net density is calculated exclusive <br />of wettands and major roadways within the plat boundaries. The proposed development shows a <br />net density of 6.5 units per acre. <br /> <br />The sketch plan shows a main public street going north / south entering the proposed subdivision <br />from 151st Lane. In the furore this road will extend up to Alpine Drive and offer another access <br />point for the subdivision. The current proposal has the public street stopping short of the <br />northern boundary line and ending as a hammerhead. To reduce the dead ends within the <br />development, staff would recommend a temporary loop be established by connecting the northern <br />portion of the public street to the private cul-de-sac. This would benefit the development on a <br /> <br />43 <br /> <br /> <br />
