The City has requested additional information outlining the installation of water <br />loop facilities and a maintenance plan to ensure the integrity of these installations over time. <br /> <br />There are wetlands on the proposed plat that will need to be encumbered with drainage and utility <br />easements. Also, the plat appears to conform to the newly adopted wetland buffer ordinance. <br />The plat proposes to fiI1 some wetlands in order to extend Erkium Street. Grading and drainage <br />plans will have to be reviewed and approved by the Lower Rum River Water Management <br />Organization (LRRWMO). City approvals will be contingent upon the developer's receipt of <br />this permit. <br /> <br />The preliminary plat is proposing to gain access from Erkium Street. The property currently <br />contains an existing private drive that provides access to the property located inunediately to the <br />south. Staff is recommending that the public street be platted and constructed to urban standards <br />to the southern-most lot and that rural standards be followed to pave the extent of the street to the <br />edge of the parcel. Also, the plat is showing a future east/west street. Staff is recommending that <br />the configuration of the proposed future street be platted as part of the first phase and constructed <br />to rural standards to the west edge of the parcel to facilitate a future westerly connection. Also, a <br />variance to cul-de-sac length is being proposed as part of the plat. <br /> <br />The landscaping and tree preservation plan have been submitted and are generally acceptable to <br />Staff. A larger area on the east side of the development area is slated to be preserved and will act <br />as a buffer to the adjacent, large lots. However, staff would like to see an attempt to save some <br />trees in the backyard of the western lots as reference in the City Staff review letter. <br /> <br />The future subdivision plan shown will require a separate platting process Application for the full <br />development of this site cannot be made until municipal services are made available. <br /> <br />Recommendation: <br /> <br />There are many details to be worked out at the preliminary plat stage, most importantly the <br />design, type, and location of the common septic system. At the sketch plan phase of <br />development, these concerns were raised and have not been addressed since sketch plan review. <br /> <br />Staff is recommending that the preliminary plat application is tabled until additional information <br />regarding the specifics of the common septic system is submitted, as outlined in the City Staff <br />Review Letter dated January 27, 2006. This will also provide additional time to make revisions <br />to other aspects of the project. <br /> <br />4 <br /> <br /> <br />
