4. PROPOSED IMPROVEMENTS <br />4.1 Street and Stormwater Improvements <br />4.1.1 Street Improvements <br />146th Avenue, 147th Avenue and Ferret Street are proposed to be reconstructed with <br />bituminous pavement and concrete curb and gutter. <br />The proposed surface improvements are shown on Figures 1 and 2 in Appendix A. <br />Street Design: <br />146t1i Avenue, 147th Avenue, and Ferret Street are currently urban commercial streets with <br />bituminous curb and pavement, 40 feet wide from face -of -curb to face -of -curb. The <br />proposed cul-de-sac is 100-feet in diameter from back -of -curb to back -of -curb. Existing <br />and proposed traffic counts are low for typical commercial streets. <br />All street segments are proposed to be reconstructed at their current width. A typical <br />section for the proposed pavement reconstruction improvements is shown in Figure 3 in <br />Appendix A. <br />This Feasibility Report proposes to reconstruct the existing bituminous pavement section <br />using the Full Depth Reclamation (FDR) process. This process generally involves <br />reclaiming the entire existing bituminous pavement section, along with the underlying <br />aggregate base material. The reclaim material will then be salvaged and stockpiled to <br />install the proposed public utilities. Four and one-half inches of bituminous pavement is <br />proposed to be placed on top of a minimum of 8 inches of aggregate base/reclaim <br />material. This pavement section generally meets the City of Ramsey's standard pavement <br />design for commercial/employment district streets. The proposed improvements should <br />have a service life of at least 30-years, assuming maintenance such as overlays, crack <br />sealing and seal coating is routinely performed. <br />4.1.2 Storm Server Improvements <br />Storm sewer is proposed to be added for street drainage with catch basins being added to <br />convey water off the road and into a proposed ponding and drainage ditches as shown on <br />Figures 1 and 2 in Appendix A. <br />4.1.3 Other Considerations <br />Roadway and Pond Options: <br />The proposed pond size and location was evaluated, 2 options are presented: <br />• Option 1 — Regional Pond <br />o This option proposes a regional pond sized appropriately to accept <br />stormwater runoff from the AARA parcels (PID 29-32-25-14-0005 and 29- <br />32-25-14-0015) and parcels south of 147t1i Avenue and east of Ferret Street. <br />o Right-of-way and or easement acquisition at 8100 146th Ave NW will be <br />required to accommodate the regional pond. <br />Feasibility Report Update <br />HI -10 Ramsey Improvements <br />City of Ramsey Project No. 18-02 <br />Page 7 <br />
