In response, staff prepared
detailed programs for each year through 2004. The maintenance strategy for the .five-year
projection includes the following elements:
1) All new pavements will receive a first sealcoat after five years and a second sealcoat after an
additional seven years.
2) Streets that have received two sealcoatings will be monitored and scheduled for an overlay
when pavement-rating conditions warrant.
3) Pavements having a rating of three or four will receive a bituminous overlay as soon as
possible. ,

City Engineer Jankowski explained that beyond the five-year detailed projection, staff is
preparing an estimate of the funding needed to maintain the City's pavements in acceptable
condition. The estimate will be based on the following pavement maintenance life cycle:

Year
0
5
12

Maintenance Activity
Construct Pavement
1st Sealcoating
2"d Sealcoating

Public Works Committee/January 18, 2000
