COMMITTEE BUSINESS

Case #4: Report on T.H. #47 Surplus Property

City Engineer Jankowski stated that at the September 21, 1999 Public Works Committee
meeting, three parcels of land were identified and presented to the Committee as having
economic value following the dedication of land portions necessary for the highway project.
Subsequently, the Council directed that the surplus land be publicly advertised as being for sale.
This has been done, with staff placing notice in the Anoka Union and by writing adjacent
landowners of the City's intent to dispose of these surplus parcels. A date of February 1, 2000,
was identified as a deadline for expressing interest in these parcels. Lord of Life Church
expressed interest in Parcel 2.

Bill Dorn, Attorney for and member of Lord of Life Church, stated that the Church passed a
resolution approving of the land exchange during their annual meeting. Their proposal is to do
an even exchange of land with the City preserving as much dirt as possible.

Motion by Councilmember Hendriksen, seconded by Chairperson Zimmerrnan, to recommend to
City Council that the City offer the purchase of Parcel 2 (formerly the Elke property) to Lord of
Life in the amount the City paid Lord of Life for Parcels.

Motion carried. Voting Yes: Councilmember Zimmerman and Councilmember Hendriksen.
Voting No: None

City Engineer Jankowski stated that there has been no interest in Parcel #3, but for Parcel #1,
which has been committed to the ACCAP development, the City has received interest in the
portion of the property which will be immediately adjacent to Lots 7, 8, 9, and 10 of Sunny
Ponds 2''a Addition. One of the lot owners expressed an interest in acquiring a strip of adjacent
land to extend their backyards (which is land that would not be useful to ACCAP).

Councilmember Hendriksen stated that it was his recollection that ACCAP was not interested in
the property west of Sunwood Drive.

City Engineer Jankowski replied that was correct, that they had proposed the land be used for
wetland mitigation or left untouched.

Councihnember Hendriksen inquired if any determination had been made as to what the land
might be used for.

City Administrator Norman replied no.

Councilmember Zimmerrnan stated that he would be concerned if only a portion of the
landowners were interested in acquiring the additional land.

Public Works Committee/February 15, 2000
