Consensus of the Committee was to bill the property owner. <br /> <br />2) <br /> <br />According to the ordinance, no commercial customer would be charged a Residential <br />Equivalent Factor (REF) less than 1.02. For very large properties, this can result in some <br />unusually high monthly costs. For example, the Rum River Hills Golf Course contains 100 <br />acres. Their monthly bill would be $1,020 under this formula. An alternative would be to <br />use the percentage of paved area around only the clubhouse and parking area. <br /> <br />Councihnember Hendriksen inquired if the entire parcel of Rum River Hills Golf Course is <br />zoned commercial or only the club house area. <br /> <br />City Engineer Jankowski replied that he was not sure. <br /> <br />Counciimember Hendriksen requested that staff research the information, because that might <br />solve the problem of the high rate being charged. <br /> <br />Councilmember Zimmerman stated that he thinks the formula is creating too high of a fee. <br /> <br />Councilmember Hendriksen stated that the fee should be negotiated between the City and <br />property owner, and inquired if the ordinance would allow for such negotiations. <br /> <br />Director of Public Works Kapler stated that he was not aware of any language in the ordinance <br />that addressed the issue of negotiations. <br /> <br />City Engineer Jankowski replied that the negotiation process has been a general practice in other <br />cities. <br /> <br />Director of Public Works Kapler stated that the golf course could raise issues with the City <br />because they put a lot of design into their mn-off. <br /> <br />Councilmember Zimmerman stated that the ordinance was designed to impact the people <br />creating the most run-off. <br /> <br />Councihnember Hendriksen inquired if the City will be notifying commercial owners of what the <br />fee will be. <br /> <br />City Engineer Jankowski replied that in talking to other cities they did not do a lot of education <br />before charging the fee. <br /> <br />Consensus of the Committee was to send out the billings and if there are concerns the property <br />owner can come in and address the issue. <br /> <br />3) Often time parcels contain large wetland areas and for this purpose of calculations, staff has <br /> excluded significant wetlands from the determination of lot area. <br /> <br />Public Works Committee/February 15, 2000 <br /> Page 6 of 9 <br /> <br /> <br />
