Absent: Board Members Friese and Hustvedt. <br /> <br />POLICY BOARD BUSINESS <br /> <br />Case #1: <br /> <br />Review Planning Commission Public Hearing Regarding the Wetland Buffer <br />Ordinance <br /> <br />Staff member Chris Anderson summarized the revisions completed by HKGi Consultant Loren <br />Gordon. <br /> · The Board accepted the revision of 9.26.02 Subd. 2(c) as written. <br /> · 9.26.03 Subd. 1 (c) needs to be broken down into three separate subparens that <br /> individually discuss delineations, classifications, and disputes of classifications. Staff <br /> member Chris Anderson was directed to rewrite this subparen to address these concerns. <br /> At this point, Jim Arndt made a recommendation that everywhere the word delineation <br /> appears within this document it should be proceeded by 'jurisdictional' to help clarify <br /> that it is the LRRWMO, not the City, that is the responsible governing body regarding <br /> delineations and to insert 'management' prior to classification to clarify that this refers to <br /> Preserve, Manage 1, 2, and 3 and not to the DNR classifications such as type 3, 4, 5 etc. <br /> The Board agreed with this recommendation. <br /> · 9.26.05 Subd. 1 Board agreed that "that become" should be removed from the first <br /> sentence and that "already" should be removed from the second sentence. <br /> · 9.26.08 Subd. 2 Board agreed that reed canary grass should be removed from the <br /> paragraph. <br /> · 9.26.08 Subd. 5 (b) Board agreed that specific species should not be referenced but that a <br /> list would be available from the City (this would be the prohibited species list in the Tree <br /> Book). <br /> · 9.26.07 A definition for monument is required and specifications for size, materials, etc <br /> will be needed. <br /> <br />Consensus of the Board was to pull the wetland buffer ordinance from the May 24, 2005 City <br />Council agenda and bring it forward to the first Council meeting in June (June 14, 2005). <br /> <br />Case #2 <br /> <br />Discussion with Peterson Environmental Consulting, Inc Representative(s) <br />Regarding First Cut of a Functions and Values Report of Ramsey's Wetlands <br /> <br />Jim Amdt of Peterson Environmental outlined several options for a Functions and Values map of <br />Ramsey's Wetlands. The four options included: <br /> · GIS data/office review with field verification of Manage 1 and Preserve wetlands; <br /> · Full Wetlands Inventory; <br /> · Natural Resources Inventory (includes wetland inventory); and <br /> · Comprehensive Surface Water Management plan. <br /> <br />Consensus of the Board was to obtain detailed quotes on the first two options from Peterson <br />Environmental and, based on those quotes, make a recommendation to Council when the wetland <br />buffer ordinance is introduced.
