Motion by Councilmember Hendriksen, seconded by Chairperson Zimmerman, to direct staff to <br />continue their negotiations with the firm they believe to be the best candidate and then bring a <br />recommendation back for affirmation and verify with the City Attorney that they are in <br />conformance with State law. <br /> <br />Motion carried. Voting Yes: Councilmember Zimmerman, and Councilmember Hendriksen. <br />Voting No: None <br /> <br />Case #3: Review and Update City Municipal State Aid System (MSAS) <br /> <br />City Engineer Jankowski stated that the MSAS was established in the 1950's as a mechanism for <br />distributing a portion of the gas tax monies back to the cities in order to build and maintain its <br />local collector and arterial road systems. The amounts of money cities receive is based upon two <br />factors: population and the amount of money needed to bring a city's designated MSAS up to set <br />standards. Each city is allowed to designate 20% of its total mileage on the system. It has been <br />several years since the last modification of the MSAS has been made. Since that time a number <br />of formerly non-existent roadways have been constructed. In addition, the City's Comprehensive <br />Plan has been updated. Some of the existing MSAS segment designations need to be modified to <br />become consistent with these changes. Because of additional street construction, the City is <br />entitled to designate an additional 1.95 miles onto the system, which would increase the need <br />portion of the City's annual allocation. He also noted that the state requested that the City <br />remove the speed humps on Dysprosium Street or remove that segment from our MSAS. This <br />segment represents an additional 0.54 miles that may need to be designated. <br /> <br />Councilmember Hendriksen inquired if Variolite to 155t~ has already been designated. <br /> <br />City Engineer Jankowski reviewed the current MSA roads. <br /> <br />Councilmember Hendriksen inquired why the sectiOn of 155t~ and Variolite and the connection <br />down to 153~ is not included. <br /> <br />City Engineer Jankowski replied that it is. <br /> <br />Councilmember Zimmerman suggested staff identify the appropriate location for the additional <br />1.95 miles. <br /> <br />Councilmember Hendriksen inquired as to what would happen if a segment was selected that was <br />over the 1.95 miles. <br /> <br />City Engineer Jankowski replied that the segment would be rejected. He also discussed the letter <br />that the City received from the State regarding the removal of the speed bumps along <br />Dysprosium Street. <br /> <br />Public Works Committee/March 21, 2000 <br /> Page 4 of 8 <br /> <br /> <br />
